Since January this year, many offices under the district administration Office of Thoubal district have been facing severe inconveniences due to lack of proper manpower and staff. After the retirement of some top officials and the government’s failure to fill up the vacant post, many of the government’s important offices in the district are left with no competent authority to look into it.
When Imphal Times reporters visited the office of the Assistant Land Settlement Officer whose building is attached to the Deputy Commissioner Office Thoubal, the office room was found locked. According to source, all documents including land records which should be kept in the office and those staff posted in the office have been taken to the Settlement Directorate Head Office at Imphal. This followed after the post of the Assistant Settlement officer remain vacant after his superannuation. Because of this villages and their people which come under the jurisdiction of the office such as Village No. 52- Pallel, Village No. 44-Yaithibi Loukol, Village No. 36-Sangai Yumpham, Village No. 33-Khangabok, Village No. 32-Athokpam, Village No. 28-Thoubal Achouba, Village No. 22- Kiyam Siphai, Village No. 22( A)-Kiyam Siphai are facing strong hardship.
According to source from the government, Thoubal District Head Quarter should have a minimum of 4 (four SDCs), however, the District Administration office is having just one SDC. The duty of the DC office is to run the district for a smooth flow of normalcy in society and also to ensure rights to the citizens in all fields.
The district should at least have one SDC Judicial, SDC Revenue, District Horticulture Officer, SDC Heirok, SDC Thoubal, Officer in Charge of Thoubal Police station, and Assistant Settlement Officer – all this post remains vacant. Of the 20 required LDC posts in the various SDC offices under the Thoubal District revenue department, there are only 6 LDC working for the whole district.
What is more interesting is that the government sent two individuals as District Cooperative Officers in Thoubal district. As the post cannot be filled by two persons the two are fighting in court keeping the office non-functional.
