Telis claim themselves as indigenous people of Manipur

In support of the ongoing demand for Inner Line Permit System for non-locals, Teli community of Telipatti under the banner of Vaishaya Youth Club has staged a sit-in-protest at Tellipatti today. The community has been residing in Manipur since long time during the reign of King Churachand Singh. The king also allotted land to Teli people at Telipatti and Mantripukhri area. We have been residing in the state for 400 years, Teli community is also an indigenous people of Manipur, claimed a release by Sita Ram Sahu, Secretary of Vaishaya Youth Club.

Now the issue of making bill may starts into new angle to decide whose category includes indigenous people. Indigenous means born within ( from greek word indo-within, genous- born/birth) but this doesn't mean to everyone born in some region during off from own state is indigenous. According to James Anaya, former Special Rapporteur on the Rights of Indigenous Peoples, has defined indigenous peoples as "living descendants of pre-invasion inhabitants of lands now dominated by others. They are culturally distinct groups that find themselves engulfed by other settler societies born of forces of empire and conquest". Here it mentioned as "living descendants of pre-invasion", so will this claim for Telis to be indigenous be right?. Its my own comment.....there may be different ideas, I am not that expert in this field.
