A joint body of Civil Society Organisations (CSOs) from Tamenglong district has submitted a memorandum to the Governor of Manipur through the Deputy Commissioner, setting a five-day deadline for the government to address a series of critical concerns affecting the district. The memorandum, submitted on Thursday, follows a large public rally held at Tamenglong District Headquarters earlier in the day, drawing participation from residents of Tamenglong, Tousem, and Tamei subdivisions.
The CSOs — including Zeliangrong Civil Organisations such as ZNCM, RNCM-TL, LNCM-TZ, INU-TZ, CSAT, JTWA, and VACC — highlighted 11 key issues in the memorandum. These include the non-distribution of food grains under the National Food Security Act (NFSA), acute shortages in healthcare staff and infrastructure, erratic power supply, and alleged instances of land encroachment and mismanagement of public resources.
A major demand is the immediate release of two months’ pending NFSA rice quotas for the district. The memorandum also flagged severe human resource shortages at the district hospital and primary health centres, particularly in remote areas like Tousem and Oinamlong. The CSOs further called for the immediate upgradation of medical infrastructure and the long-pending establishment of a Primary Health Centre at Aziuram village.
The CSOs also cited findings from a recent inquiry into the distribution of NFSA rice in the district. According to statements collected from truck drivers and local sources, there were discrepancies between official gate passes and actual deliveries, including alleged forgery of signatures — raising concerns of possible diversion and misappropriation of essential supplies.
“Years of submitting memorandums have gone unanswered. From ration to roads, hospitals to power — this is not governance, this is neglect,” a CSO representative stated during the rally.
The organisations have demanded written responses and clear timelines for action from the relevant departments. They have warned that failure to act within the five-day deadline, effective from July 18, will lead to intensified democratic agitation, including indefinite protests, road blockades, and widespread mobilisation.
The CSOs held the authorities responsible for any unrest that may result from continued inaction, stating that the people of Tamenglong can no longer remain silent in the face of prolonged governmental apathy.
As of filing this report, the Governor’s office and the district administration are yet to respond to the memorandum.
