Massive recruitment scam in Manipur: Memorandum submitted to Governor seeking immediate probe and action

A group of concerned citizens has submitted a formal memorandum to the Governor of Manipur, urging urgent action against what they describe as a large-scale recruitment fraud orchestrated by one Kh. Rajendra Singh under the guise of a fictitious health organization, “Micro Surveillance Record (under WHO), Asian Chapter.”
The signatories allege that the accused has defrauded over 300 educated unemployed youths, including doctors, nurses, and technical professionals, through fake job offer. They claim the organization falsely posed as an affiliate of the World Health Organization (WHO), issuing fake deployment letters and operating unlicensed health centers across the state.
According to the memorandum, the fraudulent activities came to public notice through reports published in Imphal Times on March 26 and May 29, 2025. The accused reportedly issued counterfeit appointment letters on various dates, including October 30, 2024, and February 10, 2025, assigning recruits to Primary Health Centers and Sub-Centers without any approval or notification from the Directorate of Health Services, Manipur.
The so-called recruits were then sent to unauthorized hospitals located in Keibi, Pangei, Sangaiyumpham, Toubul, Toupokpi, and Wangoo—facilities that neither possess legal licenses nor have any recognition from the state health department. Matters worsened when a circular dated May 22, 2025, allegedly directed the in-charges of these illegal centers to collect ¹ 20,000 from employees under the pretext of “registration dues,” further revealing the financial exploitation behind the scam.
The memorandum also highlights administrative lapses. Despite clear warnings issued by the Chief Medical Officer of Bishnupur district on January 15 and a follow-up by the Deputy Commissioner on January 17, authorities reportedly failed to take timely action, allowing the accused to continue his fraudulent operations unchecked and eventually flee.
The petitioners have requested the Governor to initiate a high-level inquiry into the activities of Kh. Rajendra Singh, a resident of Wangoo in Bishnupur district, and his fraudulent organization. They have also urged coordination with central investigative agencies and WHO’s regional office to verify the legitimacy of the organization’s claims. They demand legal prosecution under the Bharatiya Nyaya Sanhita, 2023, disciplinary action against negligent officials, and relief measures for the victims.
They further call for the issuance of public advisory warning citizens against falling prey to unauthorized recruitment schemes, especially those misusing international names and branding.
The case has raised serious questions about regulatory oversight and the exploitation of job-seeking youths in Manipur. The memorandum was submitted on June 3, 2025 however, the Governor is yet to issue an official response to the memorandum.
