The Manipur Lokayukta has initiated a preliminary inquiry into allegations of irregularities in the e-tendering process involving the Managing Director of the Manipur Industrial Development Corporation Limited (MANIDCO), Laishram Manikanta Singh. The inquiry follows a formal complaint lodged by Thangjam Robindro Singh of Luwangsangbam Matai, who has accused the MANIDCO chief of misuse of authority in the awarding of a construction project.
The complaint specifically concerns the e-tendering process for the construction of an Eklavya Model Residential School in Resubelpara, Meghalaya. According to the complainant, the tender process was marred by a series of postponements and re-tendering efforts, which allegedly resulted in procedural bypasses. The complaint further alleges that a company that failed to meet the mandatory document submission requirements was ultimately awarded the contract, raising suspicions of corruption and a lack of transparency.
In response to these allegations, the Lokayukta has directed its Inquiry Wing to conduct a thorough investigation to determine whether the tendering process adhered to the established rules and maintained the necessary transparency. The inquiry will be conducted in accordance with the provisions of the Manipur Lokayukta Act, 2014, ensuring a comprehensive review of the alleged procedural irregularities.
The Lokayukta has set a deadline for the submission of the inquiry report, underscoring the urgency and importance of the investigation. The outcome of this inquiry could have significant implications for the management of public tenders and the accountability of officials involved in the process.
