In a major administrative reshuffle, the Government of Manipur has issued transfer and posting orders for several Indian Administrative Service (IAS) and Manipur Civil Service (MCS) officers. The order, issued by the Department of Personnel and Administrative Reforms in the name of the Governor, is effective immediately and aims to enhance governance and improve public service delivery across the state.
As part of the reshuffle, several key positions have been reassigned. Ningthoujam Geoffrey, IAS, has been re-designated as Commissioner-cum-Secretary for Social Welfare, CADA, WRI and continues as CEO of MIDA, relieving him of the MI portfolio. Robert Singh Kshetrimayum, IAS, currently Secretary to the Manipur Lok Ayukta, has been given additional charge as Secretary of Minor Irrigation.
Krishna Kumar, IAS, who was serving as Deputy Commissioner of Tengnoupal, has been appointed as Special Secretary (Power) and in-charge Managing Director of MSPDCL. Dr. Nivedita Lairenlakpam, IAS, formerly Director of Transport, has been transferred to the key post of Deputy Commissioner, Imphal East. Meanwhile, L. Bikram, IAS, moves from Deputy Commissioner of Bishnupur to take over as Director of Tourism.
In other significant movements, A. Subhash Singh, IAS, has been shifted from Deputy Commissioner of Thoubal to Additional Secretary (DP/Home) and Director of Institutional Finance. Khumanthem Diana, IAS, the outgoing Deputy Commissioner of Imphal East, will now serve as Director of Transport and Additional Secretary for Veterinary and Animal Husbandry. Ranjan Yumnam, IAS, has been transferred from Director of Institutional Finance to Additional Secretary for MAHUD and PHED.
Further, Pooja Elangbam, IAS, has taken charge as Deputy Commissioner of Bishnupur, replacing L. Bikram. Luckyson Ngamsha Kashung, IAS, previously Joint Secretary (Textiles, Commerce & Industries), will now serve as Director of TAA Hills and TRJ, and Managing Director of MTDC.
Hannah Kahmei, IAS, currently holding multiple portfolios, has been appointed Deputy Commissioner of Thoubal. Saurabh Yadav, IAS, moves from Joint Secretary (Transport/Power) to take over as Deputy Commissioner of Tengnoupal. Meanwhile, U. Chaitanya, IAS, has been transferred from ADC Kakching to SDO Wakching and BDO Langmeidong.
The government stated that the transfers are routine administrative measures taken in the interest of public service and to ensure efficient functioning of departments. The reshuffle also reflects efforts to place officers in roles where their expertise can be best utilized for developmental governance.
