‘I challenge open debate with not less than an MLA of the BJP’ – Joykishan

Congress MLA Khumukcham Joykishan hits hard on rival ruling BJP government saying that all he did is the role that an opposition should do in democracy and challenge the ruling BJP for an open debate with anybody from the party but not less than an MLA.

“I challenge the ruling BJP for an open debate but with not less than an MLA”, Jokishan said while talking to media persons today afternoon at Khuyathong. The Congress MLA who is also the spokespersons of the MPCC said that he will continue to pin point the wrongs that the ruling government is committing.

He added that if the government felt that there is no BJP MLA who can debate with him they can hire any BJP MLA from anywhere in the country.

“If they feel the voice of the opposition is right than correct it instead of playing foul game”, Joykishan said reacting to the statement of a BJP spokesperson regarding his criticism to the arrest and detention of TV Journalist Wangkhemcha Kishorchand.

The MPCC spokesperson mock the BJP government saying that they don’t seem to understand the Constitution of India. The present Manipur government led by the BJP itself is un-constitutional as they appointed a Congress MLA who had defected and joined the BJP as Minister.

“It is violation of the Constitution of India and BJP should know that”, He said.

Coming to the detention of Kishorchand, Joykishan said that it is again un-constitutional to suppress any voice of dissent. How anybody who speaks against the government could be arrested and that too under NSA that was supposed to use to armed rebel group, Joykishan questioned the government and added the government planning to book under NSA to anybody who speaks against the government.

Kishorchand is a Meitei Nationalist and his love for his Manipur provoked him to criticize the government, the MLA said while disclosing Kishorchand wife’s statement to him.

He further added that everybody knows what Kishorechand did and most people particularly those in the judiciary knows whether it is right or wrong to detain Kishorechand for his critical comment which was posted at facebook.

“I respect Rani of Jhanshi but does this government know that there are also queen which were not less than the courage of Jhanshi Rani who had fought the enemy and sacrifice to protect the erstwhile kingdom”, he said.

It is nationalist spirit of Kishorchand that he criticized the celebration of Jhanshi Rani as the queen had nothing to do with the state which was merged to the Indian Union only in 1949.

“Well, today we are part of India and we respect Rani of Jhanshi but why the government could not remember Leima Linthoingambi or Chinglensana or other martyred King of the state who had sacrificed for protection of their motherland.

Why the government failed to remember Khuleibam Khela, a Pangal soldier who had sacrifice assisting Paona Brajabasi fighting the British soldier during Khongjom War, Joykishan said.

CM launches ‘Rabi Campaign 2018’  Such initiative would have positive impact on state’s economy: CM

With an objective to help the farmers to increase their productivity and achieve higher yield of various crops during Rabi season, the Chief Minister N. Biren Singh today launched the ‘Rabi Campaign 2018’ at Haotal Pangei, Imphal East.
Speaking as Chief Guest of the function, Chief Minister said that the launching of Rabi campaign would have positive impact on the economy of the State. He mentioned that he would personally monitor the updates and improvement of the initiative every week. He maintained that the government, private agencies and farmers need to work collectively so as to increase the production of agricultural and allied products. The government is planning to provide 100 percent subsidy to those deserving farmers on providing loans and procurement of machineries, he mentioned. A new policy for the welfare of the farmers would be announced soon, he added.
Chief Minister stated that we need to discuss on why Manipur is still lagging behind in various sectors as compared to other States. The government is working tirelessly to uplift the lives of the people and to bring positive changes in the State. It is the vision of the Prime Minister Narendra Modi to double farmers’ income by 2022 in the country. Such initiative would definitely increase in the economy of the State, thus by making the farmers’ as self reliant and self sustained, he continued.
Highlighting the huge talents and potentials of the people in every sector, Chief Minister opined that if we work with transparency, honesty and sincerity, Manipur would become one of the best regions in the world. Chief Minister opined that the present government has already implemented various welfare schemes for the people of the State. Among the schemes, the Go to Village is one such initiative to provide good governance at the grassroots.  

Mentioning that around 36 percent of the population comprised BPL families, Chief Minister urged the government officials to work with transparency and sincerity so that these people would be benefited from various Government schemes. When we fulfil the aspirations and dreams of the people then the blessings of the people will shower upon us, he mentioned.
Clarifying on the recent attacks by unidentified animal in the State, Chief Minister appealed the people not to have an apprehension. He mentioned that the DFOs and Police Officials have been instructed to take preventive and precautionary measures for the public safety. Wooden Cages have been set up to trap the unidentified animal at various places, he mentioned. He further stated that two forensic scientists from Dehradun will arrive today and would identify the animal soon.
Minister for Agriculture V. Hangkhanlian said that there are around 2.34 lakh hectares of cultivable land available in the State. However, large portion of land is being unused during off season, he added. He continued that we must find solutions for the optimal usage of such land. Minister further stated that the Agriculture department is working tirelessly to double the farmers’ income by 2022.
The Chief Minister also inspected the machineries which were put on exhibition for the farmers.
The launching function of Rabi Campaign and Agriculture Equipments Exhibition was organised jointly organised by Department of Agriculture and ManipurFarm Enterprise Private Limited.
Deputy Chairman of State Planning Board S. Rajen, MLA L. Susindro, Director Ph. Rajendro, officials of the Agriculture Department and farmers attended the programme.

Tobacco product seized

A police team seized huge quantity of tobacco products at Saivom area of Tengnoupal district while trying to smuggled it at Moreh in a Tata Magic Vehicle bearing registration MN06LA 3581  yesterday. The seized tobacco products includes 35 cartoons boxes of Golden Khaini each containing 540 Golden Khaini box, (total - 18900 boxes) & 5 gunny bags of Saajan tobacco each containing 125 Saajan packets, (total - 625 packets) as per police source said.

The tobacco products were smuggled by Laishram Ajit Singh (25) s/o L. Amuchan Singh of Wangjing Bazar, Soraisham Premchand (28) s/o S. Shamu of Lamding Cherapur and  Subham Kumar Samlu (20) s/o Ram Prakash of Telipati.

The seized items along with the detained individuals had been handed over to Food Safety Officer for further necessary action.

Mysterious Animal Attack of Manipur State: A perspective How to find the truth

As we all aware that there is a tense situation in the Manipur state at present about the attack by animal or group of animals on livestock and possible attacks on human beings, most vulnerable being kids, particularly at darkness(night time). Need of the hour is: How to understand it? What is the model to explain the attack? What are the preventive or/and precautionary measures to be taken up to curb or to stay safe from the sacry event?
Is there really a mysterious Animal like Allien or is the attack carried out by existing normal animal species? The present situation can be fit into two models: (1) Migratory_model (2) Mystery or  Allien_model

In #the_migratory_model, there is no involvement of any mysterious species, the modus operandi is executed by existing carnivorous animals like dogs, fox, keijenlang(wild big cat), bear, leopard or tiger etc. There are two major contributing factors of the migratory model i.e. Disturbance in the ecosystem Deforestation , and change in season TemperatureDrop. Disturbance always leads to wildness.. rising in the entropy... Systems always are in search of minimum energy where they are stable. Deforestation - Disturbance of the forest ecosystems of the wild animals by humans together with the unprecedented severe cold season of the winter in the state this year resulted in the one_night_migration of the wild animals in saving themselves from severe cold and in search of their foods on the way on and back to fill their stomach. Need of the hour is to keep ourselves alert waiting for the the recession of winter season and educate ourselves on disturbance of the ecosystems by way of the deforestation and animal hunting. The case history of being eaten only the intestinal parts of the victim domestic animals can be easily explained by this migratory model. Foods rich in fats and lipids like the #intestinal_organs help the attaking animals to keep themselves warm than the flesh. Also the footprints of the attacking animals in the case history of the attacks are of the existing animals. This is more like migration of the birds from Siberia to Loktak lake during winter. The fishes in the Loktak lake would be talking the same thing during winter that the are being attacked by mysterious species as we are taking about. Also, cold increases with altitude. That is hilly regions are colder than the valley region. Temperature drops down first in the hills as the sun sets in the evening and temperature rises first in the morning as the sun rises. Also, this year’s winters in manipur state has seen the maximum temperature drop than the earlier winter years. The extreme temperature drop can also cause behavioural_changes of the animals even domestic ones. Thus, it is naturally favourable in this winter for the hilly wild animals to come down to the relatively warmer valley area to keep themselves warm in the night time where the tepearaure excursion is at peak and then go back to the hilly area again to the #favourable _temperature during day time and of course for their safety. On the onward and return journey, they need food to ease their hunger and to keep themselves warm. Attack can happen in various areas in short span which is also observed from the existing cases. Thus, migratory model of existing wild animals can explain most of the cases happening in this attack presently happening. However, this model cannot explain about emergency of any new species like aliens like Chupacabra. Thus, alien model comes into picture.
In the mystery or  Allien_model, there is a mysterious Animal species like Chupacabra and operation is being out by him or her. Existence of such animal is also reported in other regions of the world and there is a chance that it could have come from neighbouring country like Burma. The description as narrated by eyewitnesses who have seen the animal in darkness nearly matches to this animal. Also, reported events elsewhere also attract our mind to this kind of creature. Nevertheless, nobody tries to capture a photo of the creature specifically by those people particularly lilong event.
Thus, what prevention or precaution are required. Try to take a photo of the creature. CCTV footage will help to solve the problem. We must stay alert for our safety whatever it is. We can plan for an event and install the night_vision_CCTV can capture the entire episode. Otherwise, wait for the recession of the cold winter season and onset of the warmer summer season will naturally diminish the problem. Build the forestry and natural ecosystem of wild animals and don’t disturb their home. One KYKL arrested

A team of CDO Moreh led by DSP/CDO Moreh Thomas Thokchom along with OC/CDO Moreh N Jatishwar Singh, under the command of Addl SP Robinsun Khamnam and supervision of SP/ Tengnoupal            Dr. S  Ibomcha Singh  arrested a cadre of banned organization KYKL from the area around Nongpok Panthoibi temple, Moreh at around 1030 am today . The arrested person is identified as Longjam Kala(33) @ Soman s/o Longjam Khomei of Yumnam Huidrom, Maning Sorok, Imphal west. His rank is Sergeant Major with Army no.33. He joined the organization on June 2002 and recieved basic training( 15th batch) at Khoupum camp of KYKL at Noney district for around 3 months. He revealed that he joined KYKL through one (L) Sanathoi who was also residing at  Yumnam Huidrom at that tome. He is currently based at Hanseng in Tamu(Myanmar).

Emerging manifestation of armed violence and nationalism as reflected in Manipuri literature

Introduction
The states comprising Northeastern region of India are inhabited by people who share similar physical attribute and speak different language. In early precolonial history, they are all self-determined people and have resided in self-governed territories. After colonization by the British, Naga Hills, Lushai Hills and Khasi Hills were created as a district within the state of Assam. Manipur had existed as an independent Asiatic sovereign. Manipur became a ‘British Protectorate’ following her defeat in Anglo-Manipuri War of 1891. Manipur became independent following the lapse of British Paramountcy on the intervening night of 14 August 1947 [N. Sanajaoba, 1997:  8]. 
Under Manipur Constitution Act, 1947, elections were held for 52 Assembly Constituencies (ACs) in the month of June and July, and for Mao AC where election could not be held, it was represented by a nominated member. On 21st September of the same year, all the members took oath of office and the assembly was inaugurated by the titular king of Manipur, His Highness, Maharaja Bodhchandra. The Merger Agreement of Manipur to India was signed between Maharaja of Manipur and Government of India on 21 September 1949. It came into effect on 15 October 1949. Following Merger, Manipur became a Part C State of India. Manipur then had to go through a status of territorial Council and afterwards the Union Territory before attaining statehood. It was only in the year 1972, Manipur was granted a full-fledged statehood. 
In the year 1953, Manipur National Union under the leadership of Sagolsem Indramni, in a mammoth gathering attended by thousands, at Pologround declared that Manipur should be a ‘Buffer State’. For declaring so, he was and put into prison. In the year 1954, Praja Socialist party, also launched the agitation for demanding responsible government in Manipur [Ibid., 10]. Many organisations and political parties also launched an intense agitation demanding the installation of full-fledged assembly [Ibid.]. There was also a prolonged movement for demanding statehood by the Manipur State Demand Coordinating Committee. In the case of erstwhile Naga Hills and Lushai Hills, with the rising armed violence by the Naga National Council (NNC) and the Mizo National Front (MNF), two new states, Nagaland (1963) and Mizoram (1987) was created to appease and pacify the rising armed insurrection. 
In the case of Manipur, Manipur was granted statehood after the emergence of Meitei State Committee which was founded in 1960 and remained active till 1969, and United National liberation Front (UNLF) which is still a force to reckon with since its inception in 1964, and Revolutionary Government of Manipur founded in 1968.  Thus, history is a witness that without resorting to armed violence, likelihood of getting regional aspirations fulfilled through democratic means is remote and almost ruled out.
Manipur’s unrepresented ‘Fourth World State’ armed liberation movement’ which continued uninterrupted from the last decade of the Twentieth Century to the present Twenty-First Century had started to gain recognition in the international arena. This important phase in the history had also started reflecting in Manipuri literature. 
Non-State Armed Insurgent Groups in Manipur: Profile and History
Manipur has a more than 2000 years old recorded and documented history. Its existence as an independent East Asiatic sovereign power and the precursor effort for the regaining of its lost political status through armed revolution was made by Hijam Irabot   by founding ‘Manipur Communist Party’ and ‘Armed Red Guard’ in 1948 and continued the movement till 1951. An assembly constituted by the duly and democratic elected government had by taking a resolution denounced the Merger Agreement signed between the Government of India and Maharaja Bodhchandra on 21 September which came into effect on 15 October 1949 as null and void. 
Accordingly the resolution of denouncing the Merger Agreement was let known to the Dominion Government of India by sending a signed statement.
Subsequent to it, in the year 1960, Meetei /Meitei State Committee under the leadership of Wangkheirakpam Tomba actively carried out violent armed struggle till the time their President, Secretary and other leaders got arrested and imprisoned in 1967 and accordingly waned down [ Ibid., 11].
On 24 November 1964, the United National liberation Front (UNLF) was founded under the leadership of Arambam Samarendra and started the revolution struggle. After assuming the charge of leadership by Sanayaima aka Meghen, the movement of UNLF gained prominence and became more and more in the limelight. As of now, Sanayaima aka Meghen was arrested by the security forces from Bangladesh and after handing him over to India, the National Investigation Agency (NIA) had prosecuted him and accordingly imprisoned by awarding 10 years imprisonment. At present, UNLF is under the leadership of Mr. Pambei. UNLF, as a constituent member of Co-ordination Committee, a conglomeration of Underground groups of Manipur, better known by its acronym CorCom, have been relen
