LAMKA, July 31: In spite of its mandatory provisions for ensuring free and compulsory education to all children below 14th years of age, that was guaranteed as fundamental rights. Students under Autonomous District Council, Churachandpur District have not really got the benefit of Right to Education Act, 2009. However, in the name of implementing the Act Minister, MLAs and MDCs have already misusing the provisions of the Act.

The Bohlui Govt. J.B School, which was located under Haupi Range MDC constituency of Churachandpur District had admitted 10 students in 2013. This year the school has 5 teachers and 3 students.  It has been learnt that the school do not provided Mid-Day Meal, School Uniform, Book and Bags etc. which has been ensured under various government scheme.

When investigated by IMPHAL TIMES. It was found that the Education System prevalent in the hilly areas of Bohlui Village under Haupi Range MDC constituency does not have an enforceable right to free and compulsory early childhood care and education till now. The Draft National Early Childhood Care and Education (ECCE) police 2012 is still a pipe dream. Churachandpur ADC has one hundred and seventy schools while Zonal Education officer CCPur have one hundred and forty two schools, as found in the record. Most of the ADC and ZEO schools have absenteeism and substitute teachers.
