Demand for grant of education passed; opposition MLAs highlights the failure of the education department

Imphal, July 22: Failure on the implantation of the Sarva Sikshya Abhiyan (SSA) and Rastra Madhyamik Siksya Abhiyan (RMSA) was highlighted today by opposition MLAs Dr. Ibohalbi, Th Shyamkumar, Kh Joykishan and Th Bishwajit during the discussion for demand for grant of the education department in the ongoing state assembly session today. A total of rupees 1062,73,97,000/- was moved by the Chief Minister Okram Ibobi Singh as demand for grant of the state education department.

During the discussion for demand the opposition MLAs moved policy cut motion on account of failure to streamline the standard Education System in the state; failure to regularize Ad-hoc graduate Teachers who were discontinued from their services in 2007; failure to repair and construct class rooms in High Schools and Primary Schools; failure to transfer and posting policy in the department; incomplete infrastructure under SSA and RMSA and failure to implement SSA and RMSA scheme as per the ministry of the Ministry of Human Resource guidelines.

Joining the demand discussion MLA I Ibohalbi said that the existing education department of the state has lack discipline in term human resource discipline. The non inclusion of state history was also seriously put up to the notice of the state government in the school curriculum.

The MLA also criticized the state education department inability to properly implement the mid-day meal scheme. He said some people are considering the scheme as a boon for their livelihood.

He further said that school infrastructures constructed under the SSA and RMSA have not been completed.

MLA Shyamkumar while joining the discussion said that the education department has stopped distribution of games and sports item to primary and secondary school. He also said that there is an urgent need for framing of a concrete transfer and posting policy.

MLA Joykishan also moved a policy cut motion on the ground that the state education department is bias in nature while dealing with the Ad-hoc teachers appointed by the state government. He said some of the Ad-hoc teachers absorb by the government were regularized while many had been left with no jobs.

Replying to the policy cut motion Education Minister said that the state government machinery has been looking after the implantation of the SSA and RMSA. As the MLAs were not satisfied with the reply of the education minister, Chief Minister Okram Ibobi Singh who is also the leader of the house said that various problems being face by the state had compelled the state education department to modify the guideline of the  SSA and RMSA. He said as according to the guideline School management committee consisting of Head master of the school and local leaders were assigned for the implementation of the scheme however, due to the presence and disturbances by various unwanted element the guidelines has to be modified for conveniences to the implementation of the scheme by the state government.

The CM also said that if the state government could not give utilization to the Ministry of Human Resource in time there is a possibility that the schemes would be cancelled by the ministry.
