6 more demands for grants of rupees 1111,27,65,000/- passed

Imphal, July 18: Ongoing session of the state Assembly Secretariat today passed six more demand for grants of rupees 1111,27,65,000/- for police, Vigilance, Fire protection and control, Jail, Home Guard and rehabilitation amidst cut motion from opposition MLAs.A total of rupees 1069,40,64,000/- which was tabled in the house by the chief minister as demand for grant of the state police was passed after much debate between the treasury bench and opposition MLAs.MLA L. Ibomcha of the NCP and MLA Dr. I Ibohalbi, MLA Th. Shyamkumar and MLA Joykishan of the Trinamool congress move for motion for disapproval of the policy cut on account of failure to give appointment to the successful candidates of SIs and Jemandars whose result were declared in the year 2013 and also over the inability to provide modern weapons and equipment to VIP security personnel. The opposition MLA also demanded to reduce the amount saying that the government has failed to established counter insurgency anti terrorism School in Manipur besides lack of proper promotion policy in the police department.Replying to the cut motion, Deputy Chief Minister Gaikhangam who is also in Charge of Home said that recruitment process for Sub Inspectors and Jemandar is still underway. Clarifying about the declaration of 87 selected SIs and Jemandars as withheld, Gaikhangam said that the 87 selected candidates were not totally cancelled however, verification is going on after some discrepancies were found. On the failure to declare the result on time, Gaikhangam said that due to the Lok Sabha election and some unseen problem besides a court case file by some candidates, the result could not be declared on time.Regarding the failure of the Counter insurgency anti terrorism school, Gaikhangam said the state home department is working out for revival of the anti terrorism school under the chairmanship of Doungel, IPS, Diretor MPTC.Mention may be made that Counter Insurgency and Aniti Terrorism School at Jiribam had stopped giving training to state force after the state Home department had stopped paying remunerations for the trainers. The trainers are selected by the state home department from among the retired security force.For the state vigilance Chief Minister Okram Ibobi Singh tabled a sum of rupees 2,91,16,000/- as demand in grant. The amount was passed amidst cut motion from MLA Dr. I. Ibohalbi. The opposition member move the cut motion on account of failure in timely disposal of cases regarding collection of 6 days wages from the Job Card Holders of Bishnupur district for insuring under Birla Sunlife Insurance Company.Demands for grants of rupees 10,75,04,000/- was passed for the Fire Protection and Control amidst cut motion from opposition MLAs on account of insufficient staff strength in Manipur Fire service and failure to modernize the fire protection and control department. Almost all the opposition MLAs had drew the attention of the house for setting up of a fire service in their respective assembly constituencies.For Jail the demand for grant passed today is rupees 16,11,57,000/-, for Home Guard the aount passed today was 10,57,08,000/- and for the rehabilitation the amount was rupees 1,52,16,000/-.
