CORE takes Police brutality to agitators’ case to NHRC

The Centre for Organisation Research and Education (CORE) Manipur has submitted a complaint to the National Human Rights Commission (NHRC) on July 23, 2015 regarding the arbitrary, summary or administrative execution on July 8 of Sapam Robinhood, a 15 year-old student studying in Class XI at the Ananda Singh Higher Secondary Academy in Nongmeibung, Imphal East by personnel of the Manipur Police, public servants under the Porompat Police Station, Imphal East District reportedly under the advisement or order of an Executive Magistrate (Imphal East District) on duty that day.
In the complaint, CORE submitted to the NHRC that there is no report of any actions taken upon those police personnel who were involved in the summary, arbitrary or extrajudicial, or administrative execution to the minor in the name of controlling an “unruly mob” in the Imphal on 8th July 2015 when the deceased was actually participating in a peaceful rally in support of the adoption of an appropriate law in Manipur to safeguard the indigenous peoples.
The complaint was registered against the Manipur Police officers & personnel stationed under Porompat Police Station (Imphal East), Superintendent of Police (Imphal East), Porompat  and the Executive Magistrate on duty (Imphal East).
Further, the complaint identified those answerable as Shahid Ahmad, IPS, Director General of Police (Government of Manipur), Police HQ, Gaikhangam, Deputy Chief Minister in charge of Home Affairs (Government of Manipur), Imphal, Okram Ibobi Singh, Chief Minister (Government of Manipur) and Th. Debendra Singh, Law & LA Minister (Government of Manipur) CORE pleads the commission to direct the state government of Manipur to constitute a judicial enquiry in connection with the extrajudicial, summary or arbitrary execution of master Sapam Robinhood Singh and also to direct the DGP of Manipur to immediately register a regular FIR on the basis of the report to him and the OC, Porompat Police Station, filed by the parents of the victim and initiate criminal investigation against those involve in the extrajudicial execution and prosecute any police personnel who are found guilty. It also pleads to direct the DGP of Manipur to immediately suspend all errant Manipur police personnel immediately who were involved in the extrajudicial execution of master Sapam Robinhood Singh and to direct the government of Manipur to award a sum Rs. 10,00,000/- (Rupees Ten Lakh) only as interim compensation to the bereaved family.
