Imphal, July 5: The National Investigation Agency (NIA) has submitted charge sheets against six former rebels, including two women cadre, for waging a war against the Indian Union.  This was stated in an official statement issued on Wednesday by the NIA. But the former rebels had come overground after signing deals with the government.  In other words, the charge sheets submitted on June 30 in the NIA special court, Guwahati, has caused confusion and suspicion among the former rebels, now lodged in designated camps scattered in Manipur.

Some tribal outfits had signed the Suspension of Operations (SoO) on August 1, 2005 with the Army under which the militants had come overground. However the Manipur government maintained that it was not taken into confidence and is not aware of the agreement. Police and paramilitary forces continued to arrest and kill some militants of these outfits.  A formal agreement was signed on August 22, 2008 between the representatives of the governments of India, Manipur, and the leaders of 16 tribal outfits in Delhi. Some other outfits had later signed the SoO.
