Senapati district doctors have been staging sit-in protests at District Hospital since November 8 in support of the demands made by the All Manipur Health Services Doctors’ Association (AMHSDA).
According to reports, this action was first conducted on Thursday in the hill districts of Manipur. Dr. Kiran Angom, a pediatric specialist at the District Hospital in Senapati, spoke to the media and said that the sit-in protest was held in retaliation for the AMHSDA’s failure to meet its eight-point demand.
While multiple memoranda and an ultimatum have been submitted to the Manipuri government, it appears that the demands for time-bound promotion have been made since August of last year but have not yet been fulfilled. Unexpectedly, the physician criticized the fact that some physicians maintain their grade level till retirement, which Dr. Kiran deemed unfair. Before this, it was said that Prime Minister Modi had ordered raising the age of superannuation for medical staff starting in May 2016 to 65 years.
Accordingly, Manipur’s government reportedly implemented it in August of last year. The superannuation age was reportedly increased to 65 years for both specialist and non-specialist doctors as in the case of JNIMS doctors and several states in the nation in 2020, but the rest of the state’s doctors were only given 62 years of standards.
The next demand is the creation of director general positions for director of family welfare services, director of public health, and director of medical education. According to Dr. Kiran, the Manipur Health Services’ other doctors will be impacted by the NPA fixing as of January 1, 2020, which she described as a significant loss for them. However, the standards have only been enforced at JNIMS, Imphal. Many doctors have to pay bribes in order to get posted, while some did not follow the rules outlined in the Transfer and Posting Policy of Health Services, 2017, which they should have properly followed. Any MHS doctors are qualified for the highest position because of their seniority, which she described as being uncommonly seen in the state. The association demands the provision of risk and difficult area posting allowances to execute the planned MHS Rules 2020 and Amendments, which place a great deal of burden on the numerous doctors assigned in remote locations.
