Broad daylight robbery at Vety. & A.H Services: Rs.19.45 lakhs worth incomplete works handed over with “completed” remarks; total bill cleared

Imphal, August 5:

In what could be term as an act of broad daylight robbery, the office of the Technical and Promotion Cell (Valley-II), popularly known as TP Cell, Manipur had reportedly handed over an incomplete wall and drainage construction for the compound of the Veterinary Hospital at Wangoi at the cost of Rs. 19.45 lakhs to the concerned department with remarks “Completed”.
When team Imphal Times visited the Wangoi Veterinary Office yesterday, the said compound wall and Drainage construction that has been handed over by the TP Cell to the Director of Veterinary & Animal Husbandry Services, Government of Manipur stating the construction as completed was found left incomplete. Imphal Times reporter saw only some portion of wall, that too left incomplete at North Eastern side of the compound. There is no concrete wall construction seen on the west side (near the main road) of the compound.

As per official sources procured through the Right to Information Act (RTI), the TP Cell (Valley-II) issued the work order for the construction of drain and compound wall at Veterinary Hospital, Wangoi in Imphal West district to a first-class government contractor on March 20, 2021. The estimated cost of the work was Rs. 15,22,700/- even as the Veterinary & Animal Husbandry Services sanctioned Rs. 19,45,000.00/-. This was as per TP cell procedures. The official sources further added that the Executive engineer of the TP Cell (Valley-II) submitted a completion report of the Compound Wall and the Drainage construction on October 2021. Accordingly with the directives of the then Director Ch. Nandakumar Singh (Vety. & A.H. Services, the total bill amount was released.
