Youth Congress and NSUI submit memorandum to governor demanding repeal of AFSPA

Members of the Manipur Pradesh Youth Congress Committee (Manipur PYC) and the National Students Union of India (NSUI), Manipur state today submitted memorandum to the governor of Manipur demanding repeal of Armed Forces (Special) Power Act 1958 today evening.
Police face hard time stopping them in front of the Raj Bhavan here in Imphal while large members of the Congress party along with party flags thronged to the Raj Bhavan to submit the memorandum at around 2 pm today. The members of both the PYC and the NSUI were however halted in front of the Raj Bhavan, while allowing some few representatives to submit the memorandum to the governor.
The memorandum while expressing solidarity with the victims of the AFSPA who were killed by Assam Rifles trooper on Dec 4 at Oting in Mon district of Nagaland said that the Competent Authority of Government of Manipur should put extra concern for repealing AFSPA so as to fulfill the arising demands of the people of Manipur Repealing AFSPA would be a positive development as well as it will strengthen the spirit of the constitutional democracy in India.
It said that the AFSPA, 1958 was promulgated in Parliament as a colonial-era ordinance allowing the Indian Military System to violate the human rights of our own citizens in the name of controlling public order.
“Initially, AFSPA being a measure to battle the Naga insurgency in the then undivided State of Assam. It was also imported in Punjab and Chandigarh in 1983 to overcome secessionist movements in the state which lasted only for 14 years Such a law grants soldiers executive powers to enter premises, search and arrest without a warrant which even empowers to use force and shoot even to the causing of death Due to the exercise of such extraordinary powers has often led to allegations of fake en and human rights violations by security forces in the North Eastern States In 2005, a committee headed by Justice BP Jeevan Reddy, Former Supreme Court Judge recommended AFSPA to be repealed noticing all its negative impacts among people highlighting that such an Act becomes a symbol of Hate, Oppression, an instrument of Discrimination and High Handedness Again in 2007. The Second Administrative Reforms Commission in its fifth report on public order recommended that AFSPA be repealed thus aiding to remove the feeling of discrimination and alienation among the people of North Eastern States”, the memorandum stated.
It further added, “It is a worldwide mockery, in a democratic system to continuously impose the draconian laws like the AFSPA for almost 60 years without any repeal or attention from its government Inspite of several recommendations from all the official committees and commissions to repeal AFSPA, the Government of India has consistently not accepted but only noted these recommendations”.
