ILP guidelines of Manipur is like toothless Tiger – JCILPS

Even as the Government of Manipur under the Chief Minister N. Biren Singh has celebrated the introduction of the Inner Line Permit System (ILPS) in the state, the Joint Committee on Inner Line Permit System (ILPS), the organisation that spearheaded the agitation for bringing ILPS in the state said that the IPS guidelines of Manipur are more like a toothless Tiger.
Shyam Khuman, the Convenor of the Observation Committee of JCILPS said this while paying tribute to Sapam Robinhood, a high school student, who was killed in police action during a mass agitation on this day of 2015. Robinhood was given the title “Lamjing Meira”, which literarily means ‘the guiding torch’ and every year July 8 has been observed as ‘Lamjing Meira Robinhood Memorial day’. Today is the 8th year of the memorial function and fitting tribute was paid to the student leader at Awa Ching in Imphal district where his last rite was performed.
The Convenor said that article 3 of the ILP guideline does not define the indigenous people and permanent residence. Neither the guidelines mentioned anything about the base year which the people have been demanding to take it from 1051 nor it defines the native people, Shyam Khuman said.
