Voice of Imphal Times: Manipur fails to contribute country’s vaccination drive – who is responsible?

On day one of the implementations of the revised Covid vaccination programme the nation achieved the highest single-day vaccination. The first day of the revised vaccination turns out to be blockbuster vaccination days as the country administered 85,96,807 jabs on a single day.
Five BJP ruled states contributed to over 50% of the total vaccination administered on the first day of the implementation of the revised vaccine policy. However, the state of Manipur, which is also ruled by the BJP led government fails to impress as it could not gear up the vaccination programme. When there is an increase in the vaccinations in other states, Manipur’s vaccination administered stands at just 6506. Since May 1, if one count the number of vaccination administered in the state it is around 6000 per day. The new vaccine policy to boost the vaccination drive seems to have no use in the state of Manipur.
On the 1st day of the new policy, when states and union territories across the state had targeted maximum vaccination to people, the vaccination planned and held in the 16 districts of the state was just 99. The motive to boost the vaccination among the people who are 18 years above and below 44 years was a total flop with just 5066 getting the jab. In the Jiribam district, only two sessions were planned and just 16 people between ages 18 to 44 were vaccinated. The total number of people of this age group who got the 1st dose jab in the Jiribam district is just 2677.
Interestingly there were only 4 sessions planned in the Kakching district and the number of achievements 708. While in Bishnupur district vaccination session planned was 9 and the achievement was just 463.
According to a source from the state health department, the failure to increase the vaccination drive in the state of Manipur is due to the interference of powerful politicians and other influential people. And the ‘yes man’ attitude of the officers in the health department is another factor that hurdle them in planning the vaccination session. Source said that some of the experts in the State Health Department after thorough deliberation planned the session where they expect more people to come out but sometimes the session which was to held have to change at another location by informal orders from the influential people compelling the higher authority to follow it.
Sometimes vaccinations site are held at the close proximity of the area that they had organised earlier just because some powerful influential people wanted them to hold it to the site that desire.
Five BJP ruled states – Madhya Pradesh, Karnataka, Utter Pradesh and Haryana – contributed to over 50 % of the total jabs administered on June 21 – the day the revised vaccination guideline began. But the BJP led government ruled Manipur could not climb the number, even though the number of Covid-19 positive cases still goes up with the number still at 3 digits. The number of death however is reduced to single-digit i.e. (8) eight. 
Chief Minister of Manipur is working hard to make sure that people are provided the world-class facility in treatment by increasing ICU beds, producing more oxygen plant and by even preparing to set up Covid-19 hospital. However, it seems like the Chief Minister is not giving stringent order to the Health department authority to hike the vaccination which perhaps is the only means left to protect the people from the attack of the coronavirus.
Now the center is giving the Covid vaccine free of cost and as per the guideline, it has also been mention that more vaccines will be provided to states or union territories as per the progress in the vaccination programme.
