How far is the present government citizen-centric? O Joy questions and invites for debate

Veteran Politician and spokesperson of Congress today threw hardball to the N. Biren Singh Government challenging the celebration of the completion of 4 years of the BJP led government under the title Citizen-Centric Governance.
“What are the achievements of this government in these 4 years, how can this government be citizen-centric governance when citizens are not fooled with joomla without actually serving the people”, O Joy said adding that since the formation of this government they have violated the constitution of India and violating the constitution of India cannot be term as citizen-centric government.
“I am ready to debate the government on the claim for the citizenship-centric government as it is more a citizen de-centric government,” the veteran politician and the spokesperson of MPCC said.
O Joy charges the government of not taking up any action against the construction of various buildings in paddy and agriculture land violating the Preservation of Paddy and Agriculture land.
In connection with certain schemes like the CMHT Joy said that they simply change the name and as per record as many as 6.7 lakhs persons has been enrolled and gets CMHT cards but only 76 thousand are benefitted. How could this be called an achievement when the percentage is just 1.
On the other hand, Joy also lambasted the government over its gimmick to change the mindset of the people by announcing packages.
“What happened to the Imphal-Jiribam road which the prime Minister Narendra Modi promise to construct and what happens to the promise that he had promised to done developmental works that in 10 days where the earlier congress government could not do in 15 years.
