UGC Policy is the Issue of the Nation, Not Just for FEGOCTA

For FEGOCTA the most painful thing is the separation from the students and not taking classes. The teachers enjoy teaching, not agitations. The loss to higher education and the students who will be facing semester examinations in April 2021 is strongly felt by FEGOCTA. But the concerned authorities seem to be focusing on blame games and delay tactics. A clear example is the Order of February 25 and the press statement which were contradictory to one another. The same Order deviates from the Cabinet decision of August 6, 2020. Such an approach has caused more hurt and strong sentimental reactions by the teachers.
All the government colleges are completely paralysed due to cease work agitations by the teachers. However, the root cause of such a tragic situation is the failure of the Government to implement the national policy of UGC since 2017. Despite three written assurances to FEGOCTA in 2019 and three Cabinet approvals since November 2019, there is no implementation of UGC policy. 7th pay has been already implemented for the college teachers in other states of India as early as 2018 and other employees of Manipur in 2019.
However, FEGOCTA, the apex body of government college teachers in Manipur is hopeful of an immediate solution through the intervention by the Chief Minister. FEGOCTA’s firm decision is only acceptable Orders as per Cabinet decision of August 6, 2020, of the 7th UGC Pay on the lines of ROP, 2019 with payment of arrears from April 2019 and adoption of UGC Regulations, 2018. Cease work and sit-in protests continue in all the Government colleges including D.M. College of Arts, Manipur College, Churachandpur College, United College, D.M. College of Science, G.P. Women’s College, Moirang College, N.G. College etc.
