The Manipur Human Rights Commission (MHRC) today directed the Director-General of Police to instruct all concern Superintendents of Police to immediately clear the blockages at approach roads by some local club members to give free passage to the transportation of essential items and ambulance acting on a petition filed by Rights activist Basantakumar Wareppa.
In his petition, the activist stated that the government of Manipur imposed curfew after a 23 years old girl tested positive for COVID -19 . Drawing the attention of the Commission, the activist said that the curfew was imposed to further check the movement of the people which will remain in force until further order by the government of Manipur. However, in this curfew certain essential services including the movement of ambulance, transportation of water, opening of Pharmacies and grocery shops have been exempted from the purview of the curfew.
In the name of supporting curfew, some local clubs in the state have blocked approach roads by fencing, dumping trees and logs to prevent the entry of outsiders to their localities. Such illegal acts have unnecessarily added further burden to the general public by severely affecting the transportation of water and movement of ambulance which measures to violation of right to health and right to self drinking water, the petitioner drew the attention of the Commission and urged to direct the Director-General of Police to immediately clear the illegal blockages from the approach roads and also urged to book those persons who are responsible for imposing such illegal acts.
The MHRC further asked the DGP to submit action taken report within three days from today.
