Deputy Commissioner of Ukhrul District, Joseph Pauline Kamson (IAS) has been issued ‘warning’ in the name of the Governor of Manipur for declaring holiday on 73rd Naga Independence Day celebrated on August 14 , 2019 under the directives of the TSK and NSF by violating the CCS(Conduct) Rules, 1964.
The Deputy Commissioner of Ukhrul District in an order dated August 13, 2019 issued through the Assistant Commissioner to him, had served notice for declaration of Holiday on August 14, 2019, in connection with the 73rd Naga Independence Day to the Chief Executive Officer, ADC Ukhrul and Zonal Education Officer, Ukhrul.
The Department of Personnel and Administrative Reforms (Personnel Division) of the Government of Manipur on receiving the holiday notice directed the DC Joseph Pauline Kamson to submit his written explanation within 7 days from the receipt of the notice as to why disciplinary action should not be taken up against him for the violation of CCS(Conduct) Rules, 1964 on August 27, 2019. On September 7, 2019, Joseph Pauline Kamson submitted his response which was not satisfactory to the Government. Following that the Governor of Manipur issued a “warning” against him to be careful in handling sensitive issues in future.

If the DC himself doesn’t want the state manipur then why the state is not removing from his post. Because he is following the naga government being an officer of Manipur state.
What were the Government doing those 3 months only to warn the DC now? Acting funny…

This is an uncalled for, work of a highly questionable action meted out to a government servant (right or wrong) whose action has been judged poorly by the Honorable Governor of Manipur. When the deed or action was done on 14 August 2019, why is it that official action was initiated after a gap of three months, dated 5/Nov/2019? Does it mean the government of Manipur was sleeping these entire time? Or was it plainly a case of feigning ignorance & looking away in the other direction! Or hoping for the best opportune time to take action on the ‘erring government servant’ for reasons best known to them?
When things are not looking up bright & policy matters of the state government are going haywire, that it started looking around for an excuse to punish the said DC for the said crime he committed three months ago simply reminds us of serving punishment in the form of a warning ( which will affect his ACR) to the people under his jurisdiction. The government has indeed found an ideal scapegoat to warn the general public of Ukhrul through the action taken on the DC. The public, though, are not fools. Literacy rate is high & climbing gradually up. Both the general public & the government will do well if this was an isolated case, or if this has been the case every year & the government only recently decided to put it’s foot down for the very first time in view of the present political turmoil happening in the state.
What??!! A warning, that’s all??!! And that too, only now?? Wonder.. who’s more incompetent… the stupid DC or the inept State Government.
