Residents of Lairenjam Makha Leikai of Naoriya Pakhanglakpa Assembly Constituency have filed a complaint to the Deputy Commissioner of Imphal West District stating that they have not received their ration cards despite the fact that they are eligible for it and have approached the Fair Price Shop multiple times. Given this, they have failed to avail various entitlements which they must get under the National Food Security Act, 2013.

The complaint also points out that since the last three years people from Lairenjam Makha Leikai have received only (2Kg) two kilograms of rice per head per month despite National Food Security Act 2013 guaranteeing five kilograms of rice per head per month. Till 2016 the residents were receiving five kilograms per month but it was reduced to two kilogram in the last three years.

Fifteen residents who signed the complaint to the Deputy Commissioner also stated that when they went to the Fair Price Shop, it was revealed to them that ration cards cannot be issued because all the household cannot be registered. It added that the rice also is not provided from all the households by the authority and the food grains are distributed amongst all the people equally irrespective of the fact that people have ration cards or not.

Under National Food Security Act 2013, ration card holders are entitled five kilograms of rice per month per person and thirty five kilograms per month per family for those with AAY card. The residents are now demanding their due rights, ration card and the amount of rice by National Food Security Act, 2013. If the government fails to provide the rice, they are demanding Food Security Allowance as per the Food Security Act.
