Minister Nemcha Kipgen attends meeting of the Central Advisory Board on disability

Social Welfare and Cooperation Minister Nemcha Kipgen today attended the third meeting of the Central Advisory Board on Disability at Vigyan Bhawan, New Delhi. It was graced by the Union Minister of Social Justice & Empowerment, Dr. Thawar Chand Gehlot and Minister of State, Social Justice & Empowerment, Krishan Pal Gurjar as Chairman and Vice Chairman respectively.

While addressing the gatherings, Minister Nemcha Kipgen highlighted the action taken reports on various issues of the persons with disabilities namely awareness cum identification camps organised by the state government from time to time for identification and early intervention to prevent disabilities.

She also highlighted Unique Disability ID (UDID) project which was launched in fourteen (14) districts of the state in July and August, 2019 and the remaining two (2) districts will be launched at the earliest and for the implementation of the Section 24 of the Right to Person with Disability Act, 2016. She also informed that regarding Social Security measures for persons with disabilities, the State government has launched Chief Ministergi Shotharabasingi Tengbang (CMST) on 3rd December, 2017 for empowerment of persons with disabilities.

She also asserted that State Draft Rules for Rights of Persons with Disabilities Act, 2016 has been notified and published in the Manipur Gazette and the State Advisory Board has already constituted and the first meeting will be held shortly.

Nemcha Kipgen also draws the attention of the Union Minister, Dr. Gehlot and urged for Rashtriya Vayoshri Yojana (RVY) scheme to be included for the remaining ten (10) districts of the state so that it reaches to all the beneficiaries. At present, RVY is already identified in six (6) districts of the state. It is a scheme for providing free Physical Aids and Assisted-living Devices for Senior citizens belonging to BPL category.

During the meeting, various agendas for the empowerment of the Divyangjans were thoroughly discussed. The meeting was organised by Ministry of Social Justice & Empowerment, Department of Empowerment of Persons with Disabilities (Divyangjan). Joint Director, Social Welfare Department, Manipur Bantee Singh Konthoujam and Child Welfare Officer, Shri L. Dhaneshwor Singh also represented the state in this meeting.
