Imphal, Nov 12: The Zeliangrong United Front (ZUF) has appealed the government to check all the illegal and improper management of the PMGSY phase 10: In a press statement the front said most of the works taken up under the scheme lacks quality and desire standard in Tamenglong district. The press statement said that most of the roads constructed under PMGSY have been failed despite huge amount withdrawn in the name of these works. It said the process of tender and implementing device had been done irregularly against the lawful norms as done and others districts of the state. Tamenglong district has come under the vulnerable situation for the corrupted elements involving higher ups including engineers and handful of puppet contractors.

The term used in the case of Tamenglong district “minus” has been illegal one and an ill- conceived design to whisk away huge amount of the public fund without works. The term “below” has been normally used in the process of tender to indicate the minimum standard of workable amount of the sanctioned money e.g. Rs. 2.5 crore against Rs. 3 crore and the term “lower” speaks of the still less amount of money like Rs. 2  crore against the sanctioned amount of Rs. 3 crore of tender.

The Front said that they are against the demolition of government properties including vehicles or JCB but said they are more concerned about the huge multiple crores of rupees whisked away without works from the district for the last many decades together.

As the MSF appeal published Sangai Express on 9th November, 2014, the tender works of phase 9th  under the notorious minus Tender shall not be allowed to execute as it tends to walk away with the booty.

The front appealed the contractors who applied on phase 9 (IX) by cutting down on the basis of minus from 27 to 30 percent from the total amount permitted, not to accept as such amount cannot be enough for works. The people are apprehensive that the works will not be executed at all. The front said they will stand by as watchdog to take action against defaulters and urge the government to check all the illegal and improper management of the PMGSY phase-10.
