State Settlement department says – no record of constructions in Agricultural land in the state

Revenue Commissioner and the Settlement and Land Record Department of the Government of Manipur seems to have no knowledge of what to be answered on question sought through the Right to Information Act .

In queries by one Haobijam Surjit Meitei through RTI to the Revenue Commissioner  to provide details of the constructions of houses , Schools , Colleges, Brick firm , Hospital , Stone crusher, Package drinking water in agricultural land , the matter was referred to the Directorate of Settlement and Land Record Department , and  instead of giving detail reply the Directorate said that – agricultural land or Paddy field are protected under “ Manipur Conservation of Paddy land and Wetland Act 2014” without replying to the information sought.

The reply indirectly meant that there are no constructions of any kinds in agricultural land.

Imphal Times had earlier reported that M.R. Roller Flour Mill, owned by one Mahendra Kumar Jain, is being located at Agricultural Land at Mantripukhri . Besides, Imphal Times have also captured many constructions being carried out at Agricultural land.

What is surprising is that the Directorate of Settlement and Land Record of the Government of Manipur seem to have no record of constructions being going on at Agricultural Land in the state of Manipur.

Queries about the land property record of indigenous people as well as landless people of the state are being answered as “not applicable” by the Directorate of Settlement and Land record. Well, as for the record for landless indigenous people the Directorate may presumed it as not applicable, but the queries was sought to the Revenue Commissioner. As per the RTI, he being the competent authority has to take report from all the DCs of the District Administration and reply to what the RTI activist had wanted to know.

As per the Directorate of Settlement and Land Record, constructions on the river banks have nothing to do with the Department.
