Police fails to arrest accused person for raping 13 years old minor girl – YFPHR

Youth Forum for Protection of Human Rights (YFPHR) expressed strong condemnation to the alleged negligence of the Imphal East Women Police for not arresting a single person involved in raping a 13 years old minor girl on the 15thof August, 2018.
“We received an information from the family members that a minor girl was kidnapped by the accused person (Md. Hassan) in the midnight of 15/08/18 along with the another person and sexually assaulted her twice on 16/08/18 at the house of Md. Abdul Warish, Pradhan of Thoubal Moijing Awang Leikai. After the incidence came to light the victim’s father reported the case on 17/08/18 at WPS I/E and filed a FIR under section 4 POCSO ACT’12 accordingly the 164 Cr.P.C statement of the victim’s also recorded” a statement by the YFPHR said.
The statement of the YFPHR said that the I.O. of the case failed to arrest the accused person till date since months has already been passed and also failed to provide the medical examination report to the victim’s parents as per the order of the High court of Manipur passed on 24/03/2017 in PIL no.17 of 2016.
The Forum suspects that the I.O of the case and the OC in charge has some common understanding with the accused persons.
“It could be noted that the IO of this case was involved in charging money in one of the rape case which took place at Nungoi some months back”, the statement added.
The most unfortunate part of this case is that,  not a single child institution like Child Welfare Committee and District Child Protection Unit, Imphal East have taken any responsibility for the wellbeing of the child in terms of mental and physical health neither Interim compensation was not released at the time of need, YFPHR said.
As per report with the YFPHR the minor victim repeatedly felt unconsciousness at the school & home after the incidence occur.
YFPHR had requested the DGP to make an urgent intervention to arrest the culprit as per the rule of law and in the best interest of the victim minor girl at the earliest and an departmental inquiry be initiated against the I.O and the OC WPS I/E for their negligence in a case of POCSO and the reason behind the failure to arrest the accused persons.
