It is unlikely that the demand by tribal student’s body for restoration of academic activities in Manipur University be fulfilled as more confusion is coming up in the public sphere with VC AP Pandey running a parallel office from outside the Manipur University Complex since he claimed to have assumed office on September 1.
As per an agreement with the Ministry of Human resource and Development (MHRD) and the Manipur Government in the presence of the Chief Minister on August 16, the Manipur University community had restored the academic activities of the Manipur University and almost all pending examination has been declared by working even on Sunday after Prof. W. Vishwanath Singh has been appointed as the in Charge Vice Chancellor of the Manipur University during AP Pandeys leave granted by the registrar in charge of the University in consultation with the Chancellor of the Manipur University.
The 2 member enquiry committee constituted by the MHRD had already started its investigation but AP Pandey’s refusal to accept the leave is creating an obstacle to the investigation which could have finished at the earliest possible time.
Concern government authority’s inaction over the opening of the transit office by the VC AP Pandey outside the Manipur University premises is being questioned as the act itself is synonymous with giving full support to the VC AP Pandey who is reported to have strong BJP support.
On the other hand AP Pandey’s petition filed against the Memorandum of Understanding and the enquiry committee is still yet to be heard as the division bench of the Manipur High Court has differed the hearing on September 17. May be AP Pandey may have valid point in the petition as anything that has to be taken up should be with prior permission from the appointing authority who is the President of India. Either it was ignorant or with an intention almost all understandings or orders from the MHRD regarding the constitution of the enquiry committee had not taken permission from the Visitor – The President of India.
However, the coming of the Chancellor of Manipur University Prof Nachane Dilip Madhukar had given his assent to the granting of the leave by the in-charge registrar of the Manipur University.
Before court verdicts the VP AP Pandey is using all power to remain in the office and only those in the government knows over their silence.
On the other hand VP AP Pandey still keep all asset issued to him by the university which was supposed to return it the time he has been put on leave on the advice of the Chancellor .
The two member enquiry committee constituted by the MHRD had begun its investigation since August 23. Prof. AP Pandey derecognized the enquiry committee and instead appointed a Pro. VC of the Manipur University by issuing an order .
Meanwhile Vice Cahncellor in charge of the Manipur University Prof. Viswanath Singh today sent a letter to the Prof. AP Pandey had cautioned the opening of a transit office as he has been put on leave and an enquiry is being on against him. The VC in Charge also ordered AP Pandey to returnvehicles, Computer sets and office files. Pandey was also asked to hand over the pass word of the Email  of the VC office . All staffs including cooks, gardener, peons, posted at the VC’s quarters has also been asked to return to the Manipur University Campus.
