IT News
Imphal, July 9,

Former Chief Minister of Manipur Okram Ibobi Singh, now the opposition leader of the 11th Manipur Legislative Assembly, today talks hard on various burning issues of the state and questions the government over its failure to solve it in time. He also questioned the state government for having 2 days sitting only to the upcoming State Assembly session which was summoned by the Governor of Manipur on July 20.
Clarifying  a confusing statement released by Union Ministry of External Affairs, which stated that State Government of Manipur has been involved in the entire exercise to the survey work of Indo- Myanmar international boundary of Manipur sector, the former Chief Minister screwed the MEA saying that they were invited in a meeting but proposed to put halt the border pillar installation works until the matter has been settled.
“ In around 2016 when I was the Chief Minister and when the present Chief Secretary Dr. Suresh Babu was the Additional Chief Secretary (Home) we attended a meeting convened by the MEA. In the meeting we  proposed to put halt to the Border Pillar reinstating work as there were disputed site at Holenphai and Kwatha area”, Ibobi said.
In a press conference held today at Congress Bhavan, Okram Ibobi Singh said that the statement of MEA which stated that there was no dispute in the boundary issue of India and Myanmar is misleading when the spokesperson stated that Manipur govt. was involved in the survey work conducted by authorities of the neighbouring country.
He said he pressured the MEA as there were too many pressure from all sectors about the territory of Manipur being intruded by the Myanmar authority. ( details of the border issue presented by the CLP leader is being published in page 4 of this newspaper)
Senior Congress MLAs and other leaders including Gaikhangam, Govindas Konthoujam, K. Ranjit, Khumukcham Joykishan, RK Anand, Dr. Ng Bijoy among others were present during the press conference held today.
Okram Ibobi further expressed dismay over the present impasse going on the the Manipur University which is affecting the academic affairs of all the students of the state.
“ What is the difficulty of removing the VC and replace by another efficient one if he creating so much problem in the Universities and colleges affiliated to it?, Ibobi asked.
He said that various vacant seats of faculties at both the Manipur University and the RIMS have been still left unfilled and why is the reason for that. If the state government is concerned about the welfare of the state academic atmosphere then there should be any negligence towards this field.
“Now the MU is a central University so as the RIMS , and both are not under the purview of the state government but they can initiate to find a solution, after all the government at the center is also be headed by the same party BJP” , Ibobi said.
Ibobi also said that when states like Ngaland, Meghalaya and Assam can directly stand against the Citizenship Amendment Bill 2016 why is the Manipur Government can’t give a stand against the passing of the Bill as every knows that the Bill will only affect the people of the state as it will be another dumping ground.
On the issue resgarding the implementation of the 7 pay commission for the government Employees Ibobi said that why the state government cannot announced it before the 15 finance commission as i9t would affect the employees had not it been implemented before that.
“We know lack of resource is the main problem and it will be difficult for state to face the consequences if 7 pay has been implemented, but being a government they should take some risk”, Ibobi said.
He further added that when the state government under congress ruled implanted 6 pay commission the government could not pay salary for 3 months and that time it was NDA government again headed by the BJP at the center.
Ibobi said that he have to urged the center for assistance to the state as the state have no resource.
If the government is committed enough they should fixed an immediate effective date for implementation of 7th pay by managing the arrear part on instalment payment.
