VC Pandey received ‘Y’ category security; travel in Rs. 80 Lakhs worth Bullet proof vehicle

Professor Adaya Prasad Pandey – the Vice Chancellor of Manipur University received ‘Y’ category security cover in less than a month after he joined the University on October 26, 2016. Besides, Professor Pandey is the first Vice Chancellor of the Manipur University to felicitate a ‘bullet proof’ vehicle which cost around 1 crore rupees.
‘X’, ‘Y’ or ‘Z’ security covers are provided to top government authority of head of University or Institution as per the level of threat perception and that too with recommendation from either the state Intelligence agency or from the Central authority. No. wander the level of threat perception is being faced by the present VC of MU, he enjoyed a bullet proof vehicle worth nearly Rs. 1 crore and ‘Y’ security covers from central force. Source said that ‘Y’ category security covers for Prof. AP Pandey was directly provided from the Union Ministry of Home Affairs and the state security intelligence have only come to know about it after it has been intimidated to them.
The first Vice Chancellor who received special security escorts was when Prof. Ng. Bijoy was the VC. He was provided special security covers after unknown gunman attack him by shooting at his leg. And as per source with the Imphal Times, after the Manipur University established its own engineering wing various other top functionaries of the University including the registrar and some to functionary were provided security escort due to pressure and threats from unknown gunmen. The situation that time converted the temple of education into more like a war zone.
The way the Vice Chancellor of the Manipur University have been provided ‘Y’ category security covers slapped the BJP led alliance government of the state. Chief Minister N. Biren Singh , who is also in charge of Home have been trying to prove all means that security condition of the state have been  improved a lot, even by introducing night life call “Imphal Evening” in the heart of the Imphal City.
