Manipur College still blacklisted by UGC over state authority failures to initiate appropriate action against former in-charge Principal for Financial irregularities

Imphal, Jan 11: The one time premier college of the state – Manipur College, located at Singjamei Chinga Makhong, has stop receiving any aids from the University Grant Commission (UGC) since 2013, as the college has been black listed after the UGC  found financial irregularities by the in-charge principal of that time. Source with the Imphal Times said that request for lifting of the ban by the state authority has been denied by the UGC and the ban continues till today.
As per source, a wrongful payment by mistake from the UGC was transacted to the Manipur College account when Dr. Kh Jayantakumar Singh, presently serving as Associate Professor in the Economics department, Manipur College was in-charge Principal of the college. The source added the wrongful payment was refunded with interest only after conducting an inquiry by the Directorate of University and Higher Education, Govt. of Manipur on the pressure from the UGC.
Even as the wrongful payment was refunded, the Standing Committee on Vigilance of UGC decline to lift the blacklisting on the ground that the wrongful payment was refunded only after the UGC directed to do so.
The Deputy Secretary (Hr. & Tech. Education), Govt. of Manipur in a letter to the Joint Secretary (UGC, (HERO) Guwahati on Nov. 16, 2015, had urged to lift the black listing of the college in the interest of the students as the matter for financial irregularities by the then in charge Principal Dr. Kh Jayantakumar Singh was being underway by both Directorate of University and Higher Education and Administrative Department of Higher Education Govt. of Manipur. The Deputy Secretary also assured appropriate necessary action against the former principal subject to the outcome of the enquiry.
The UGC further denied to lift the ban and denied any assistance to Manipur college as they are not satisfied on the state government authority in taking up appropriate action against the in-charge principal.
As of now, Directorate of University and Higher Education and Administrative Department of Higher Education Govt. of Manipur have not initiated any initiative to lift the ban on the college by the UGC.
The then in charge Principal Dr. Kh Jayantakumar Singh still serves as Associate Professor at the Department of Economics of Manipur College.
Source said that the UGC want the state authority to intimate appropriate action against him failing which the ban will continue.
