Manipur Chief Secretary Prashant Kumar Singh today said that peace is gradually returning to the state and the government is working towards resettling all Internally Displaced Persons (IDPs) by December 2025—either in their original homes or in government-constructed temporary housing.
Speaking to the media on the sidelines of the 2nd Foundation Day celebration of the Manipur State Commission for Scheduled Tribes, held at Sangai Hall, Hotel Imphal, the Chief Secretary stated that phased efforts to return displaced individuals from relief camps to their respective localities would begin this month. The relocation will take place in three phases—July, October, and December.
Singh added that discussions are underway to ensure the safe return of IDPs from relief camps in Churachandpur and Kangpokpi. For those whose homes were completely destroyed or uninhabitable, pre-fabricated shelters are being arranged. Individuals unable to return to permanent housing by the end of the year will be accommodated in these temporary units, he said, adding that the government is aiming to shut down relief camps by December.
Addressing widespread speculation about a possible visit by Prime Minister Narendra Modi to the state in the first or second week of July, the Chief Secretary clarified that the state government has not received any official communication regarding such a visit.
On administrative developments, Singh announced that the shifting of government offices to the new Civil Secretariat complex at Mantripukhri will commence this month, with formal inauguration expected shortly. Offices currently operating from both the old and new Secretariat buildings in central Imphal will be consolidated at the new location.
He also revealed that key infrastructure projects—including the Manipur Police Headquarters, an IT Park, and new Manipur Bhavans in Dwarka (Delhi) and Kolkata—are in the pipeline and will be taken up in due course.
