The Delhi Meetei Coordinating Committee (DMCC) has submitted a memorandum to the Governor of Manipur, urging immediate intervention against what it described as the selective targeting and forced eviction of Meetei Internally Displaced Persons (IDPs) currently sheltering at Langol Game Village.
In its memorandum, the DMCC expressed deep concern over reports that eviction notices had been served to Meetei IDPs who had taken refuge in the area after being displaced during the ethnic violence that erupted on May 3, 2023. The committee noted that many of these individuals were among the first victims of the violence allegedly perpetrated by armed Kuki militants, while security forces reportedly remained passive during the initial outbreak.
The committee pointed out that entire villages were destroyed during the violence, forcing thousands of Meeteis to flee their homes. It criticized the move to evict the displaced persons without any alternative arrangements, calling it an act of grave insensitivity that reflected a disturbing pattern of selective targeting.
The memorandum questioned whether similar eviction notices had been served to Kuki IDPs residing in government-supported camps. It also raised concerns about the disproportionate law enforcement operations in Meetei-dominated valley regions, noting that Kuki-majority areas remained relatively untouched by such measures.
DMCC further alleged that hundreds of Meetei youths had been arrested in recent months during security operations under the Governor’s Rule, while no comparable action had been taken in Kuki-dominated districts. The committee also questioned the continued protection of armed Kuki groups under the Suspension of Operations (SoO) agreement and criticized the lack of serious efforts to disarm or arrest those allegedly involved in attacks against Meeteis.
Emphasizing the need for impartial governance, the DMCC appealed to the Governor to ensure equal protection for all IDPs regardless of community background. The committee also called for uniform enforcement of the law across all districts, disarmament of all armed groups, and urgent steps to dismantle illegal poppy plantations in the hill districts.
It further highlighted the importance of protecting catchment areas and river origins, stating that environmental degradation has contributed to unnatural flooding, as witnessed by the Governor during recent flood assessments in Imphal.
The memorandum concluded with an appeal to safeguard the safety, dignity, and rights of displaced Meeteis, especially those from Churachandpur and Moreh, who have found temporary shelter at Langol Game Village.
