College teachers to start agitations if no 7th UGC Pay Slips by 27th November

The Government college teachers do not wish to disturb academic and other activities in the post Covid pandemic time. It is so especially when Manipur University announces Semester Examination schedules. They are not against any authority. Therefore, Federation of Government College Teachers’ Associations, Manipur (FEGOCTA) again requested on 22nd November to the Chief Minister, Education Minister, Chief Secretary, AG Office etc. to issue 7th UGC Pay slips by 27th November, 2021. The College teachers to launch democratic movements, protests etc. if 7th UGC Pay slips are not issued by 27th November, 2021as decided by FEGOCTA Meeting held on 12th November, 2021. FEGOCTA specifically requested to AG Office to issue 7th UGC Pay slips from the month and year which are 100% clear in the Order of 3rd July, 2021.

What is unfortunate and shocking is the failure to implement national policy of 7th UGC Pay after 4th Cabinet approvals and 4 months and 18 days of the Orders of 7th UGC Pay on 3rd July, 2021. Without agitations why national policy of 7th UGC Pay cannot be implemented in Manipur? What is the purpose of delay in issuing 7th UGC Pay Slips for the College teachers? Without agitations the State governments including Arunachal Pradesh and Assam implemented 7th UGC Pay in 2018. 7th Pay of the other employees of Manipur government was implemented in 2019.

FEGOCTA submitted a request letter to the Governor, Manipur to intervene for ensuring the implementation of the national policy of 7th UGC Pay. It also requested the Acting Chairman of Manipur Human Rights Commission to intervene for ending the discrimination of the college teachers and to avoid the disturbance in academic atmosphere in the colleges.

On behalf of all the Government college teachers, FEGOCTA sincerely appeal to all the concerned authorities and stakeholders to act for ensuring the implementation of national policy of 7th UGC Pay and Regulations, 2018 in Manipur.

This national policy of UGC was announced on in 2017 and 2018 respectively by the Union government.
