Chief Minister Okram Ibobi assurance for introduction of the ILP bill within the month of August in his Independence Day speech has failed to calm the protest of the people.
“I assured to table the bill in the house within this month. When I said this month we will not wait the end of this month but will try to table it at the earliest possible time” Okram Ibobi said while delivering speech on the 69th Independence Day of the country celebrated at 1st Bn Manipur Rifles Parade ground.
He however said that there is a formality for introduction of the bill. The prepared bill has to be tabled before the state cabinet and after that as the bill is a Money Bill it can be sent to the governor for approval, he added.
Ibobi further added that if the governor felt that that the bill is complicated and need to consult the legal expert then he can withhold or would allow for thread bare discussion in the house among the opposition and ruling, as members of the house have the right to enact legislation, and if the bill is passed by the house then the bill is required to get assent from the governor. He added that if the governor once more reserved the bill for consideration of the president then will the state government be blamed.
For that the state government is preparing to make no mistake as the state government too have limitation in making such legislation.
However, the people of the state intensify the protest early today morning at Checkon area.
