Clarification on Article 3 mention in President’s Rule proclamation for Manipur

A section of the public has expressed confusion regarding the mention of Article 3 in the Gazette Notification issued by the President of India while imposing President’s Rule in Manipur on February 13, 2025. The reference appears under subsection (ii) of section (c) of the proclamation under Article 365. However, officials have clarified that this is a standard practice in such proclamations, listing all powers and functions of the President.
It has been emphasized that, where there is no functioning legislature in a state, any reference to the State Legislature for consultation becomes procedurally irrelevant. This standard inclusion of Article 3 in the proclamation should not be misinterpreted as an indication of any intent to alter Manipur’s territorial boundaries.
To address public concerns, BJP leader Sambit Patra has categorically reassured that Manipur’s territorial integrity will remain intact. His statement that “Territorial Integrity will not be compromised/affected” has been highlighted as an essential clarification to prevent unnecessary confusion and chaos.
