MU in dire straits –Part 5: Discrepancies exposed in awarding of publicity and media related works for 105th ISC

It was in the aftermath of the 105th Science Congress held from March 16 to March 20, 2018 , hosted by the Manipur University that allegations about the misappropriation of funds and irregularities in administration of the University affairs has surfaced prompting the University Community to undergo months long protest crippling the function of Manipur University until Manipur High Court appointed an “administrator” and putting VC AP Pandey under suspension, while the allegations were being investigated by a two member independent committee.

The findings of the two member enquiry committee had reportedly been submitted to the MHRD, but neither the report has been made public nor any action has been taken up against VC AP Pandey or the parties involved. Interesting part is that, AP Pandey still enjoys the Vice Chancellor designation along with all the perks even though under suspension and the Administrator appointed by Manipur High Court on interim basis continue to exercise as a full fledged Vice Chancellor for around 1 years and 3 months.

Imphal Times Special investigation team has been unveiling the series of misappropriations and irregularities being carried out at the Manipur University. In this 5th part , Imphal Times reveals on how huge sum of amount for media and publicity matter in connection with the 105th Indian Science Congress held at Manipur University had been misappropriated.

As per the findings of the Imphal Times Special Investigation team, the University invited sealed rate quotations from five firms all based outside Manipur for the production of short films and teasers on February 13, 2018. The University invited only the DAVP empanelled media agencies. At 1.00 pm of the same day Purchase and Works committee of the 105th ISC recommended one Noida based firm M/S E-Media Solutions for execution of the work. The total estimate of the media publicity and film production is Rs. 34,10,420/-.

Further finding revealed that M/S E-Media Solutions is not listed in the official list of empanelled agencies of DAVP website despite their claim. The teaser was supposed to be telecasted in 12 TV Channels from March 13 to 16 , 2018, but records of telecast in only 7 TV channels were available. Details of the amount paid to the 7 TV channels could not be found.

1 more patient suspected to have exposed to Coronavirus admitted at Mumbai hospital; Air India keeps a jumbo plane to evacuate Indians stranded in China

A 36-year-old man, who returned from China, was admitted in the isolation ward of the BMC run Kasturba Hospital in North Mumbai for suspected exposure to “Coronavirus”, on Monday taking the number of persons admitted to the hospital to four in Mumbai.
The man, a resident of Tardeo in south Mumbai, has been kept under observation and his blood samples have been sent to the National Institute of Virology in Pune. Three persons were admitted to Kasturba Hospital for possible exposure to the virus strain and their screening was done last week. With this, the total number of persons under observation in the country has gone up to 15...3 in Hyderabad, 7 in Kerala, 4 in Mumbai and one in Bengaluru.
 In a related development, the national carrier Air India, has kept a 423 seater jumbo plane ready to evacuate 250 odd Indians stranded in Wuhan province in China. The airline is awaiting necessary approvals from the ministries of External Affairs and Health to operate the special evacuation flight, an AI official said. The Ministry of External Affairs will make a request to the Chinese authorities, while the Ministry of Civil Aviation and Ministry of Health will make arrangements for transport and quarantine facilities respectively, he added.
Government has also asked the Civil Aviation Ministry to issue instruction to airlines for managing and notifying anybody reporting illness on all direct and indirect flight to China besides facilitating in-flight announcements and distribution of health cards to all flights with direct or indirect connectivity to China.
Wuhan along 12 other cities have been completely sealed by the Chinese authorities to stop the virus from spreading. The death toll has climbed to 80 with 2,744 confirmed cases. Over 250 to 300 Indian students are reportedly stuck in Wuhan triggering concerns over their well-being.

Chennai doctors claim formulation of herbal medicine that can cure Coronavirus

Dr Thanikasalam Veni of Rathna Siddha Hospital in Chennai has claimed to have formulated a herbal medicine that can cure Coronavirus. Speaking to Imphal Times he said that  ”We have formulated a medicine from an extract of herbs. It is very effective to cure any type of viral fever. Coronavirus has no medicine. In China’s Wuhan province, experts have no idea how to cure the disease. Our herbal extract medicine is used to treat dengue, multi-organ fever and acute liver fever.”
“We want to tell the World Health Organisation (WHO) and the Chinese government that our medicine is very effective in treating multi-organ failure in corona fever condition,” Dr. Veni said and claimed that the medicine formulated by him along with his team treats infections caused by the virus within 24 hours to 40 hours.
“When we treated the dengue virus with our medicine, many patients with reduced platelets count, acute liver failure, immunity deficiency and low white blood cell (WBC) were cured within 24-40 hours,” Dr. Veni said and added that “If the Centre and state government and China, require his help, he was ready  to fly immediately to Wuhan with his medicines.
Common signs of infection include respiratory symptoms, fever, cough, shortness of breath
and breathing difficulties. In more severe cases, the infection can cause pneumonia, severe acute respiratory syndrome, kidney failure, and even death.

Street vendors protest; Police fire mock bombs

Large number of street vendors today staged protest in the middle of Khwairambandh Keithel after police drive them out from selling their goods at the road side as per directives of the Imphal Municipal Co-operation.

The crowded Imphal city at Khwairambandh Keithel area turn like a war field with police team firing mock bomb and by even charging them with baton to put the situation under control at around 1 pm today. Later the police team contained the situation.

Teachers’ body submit memorandum to CM demanding not to affect them while creating post for SSA /RMSA teachers

Graduate Teachers Promotion Demand Committee for Primary Teachers/Hindi Teachers 2019 has submitted a memorandum to the Chief Minister of Manipur demanding creation of separate post especially for the SSA/RMSA Teachers without affecting the State Cadre Posts of Teachers, Matriculate Teachers/Under Graduate Teachers/ Primary Teachers/ Hindi Teachers / Assistant Graduate Teachers/ Higher Secondary Lecturers  in promotion to the next higher posts. The memorandum also demanded to count the service seniority of the SSA/RMSA teachers with effect from the date of issue the absorption order by the concern authority as per the service rules, for as per the service rules for promotion to the next higher post should be after completion of five years of service .

The memorandum also demanded issuing of promotion notification order at the earliest in respect of the teachers, Matriculate Teacher/Under Graduate Teachers/ Primary Teachers / Hindi Primary Teachers who are included in the eligibility list issued by the Directorate of Education (S) on January 16, 20202.

Tension erupts after KNO cadre died in Police custody

Tension erupted in Kangpokpi following an alleged custodial death of one  KNO cadre at Kangpokpi police station, Kangpokpi district today morning. Enraged mob obstructed traffic along national highway 2, leaving commuters stranded on the road.
Locals charged with anger burnt tyres on the road in front of the police station. Hundreds of enraged women thronged the Kangpokpi police station and vandalised few furniture and computer desktop. The deceased KRA cadre identified as Thangboi is survived by three children and wife.According to source, the Thangboi was arrested by personnel of 38 Assam Rifles Kangpokpi post on January 25. He was handed over to Kangpokpi police station.
However, he was allegedly found death Tuesday morning inside the lock up of the police station.
Talks has been underway at the moment and details are awaited.
KNO/KRA armed group is under the agreement of Suspension of Operation with the government.

NEFIS supports CAF & PD Labourers

North East Forum for International Solidarity (NEFIS) has extended full support to the movement and the agitation call of CAF and PD Labourers’ Welfare Association.
A statement of the NEFIS said that the workers’ union has been compelled to take such a move due to the inaction of the state government and FCI authorities regarding the grievances of the workers in Imphal.
The workers who were exploited by the contractor NR Mathai Enterprises were earlier arrested when they raised their grievances. It should be noted that more than 30 FCI workers who had been agitating against the exploitative practices in FCI by the private contractor had been arrested in early December. They have since been release but have been left without a job and hence their families have been left without any financial source.
While stating that the NEFIS stands in solidarity with the FCI workers and their families, the forum demanded to reinstated all the workers who were fired from their jobs. The body also demanded action against the exploitative contractor and to cancel his contract.

2 PLA cadres arrested

A team of Kakching district police commando arrested two cadres of the proscribed group PLA while checking passerby near Kakching Higher Secondary School yesterday.

According to a police statement the two arrested persons have been identified as Lourembam Abungsana @ Koingang of Phaknung and Lairenlakpam Polee Singh of Phaknung Makha Leikai. The police statement said that Lourembam Abungsana is an active PLA cadre since 2017 . 39 live ammunitions of 9 mm were recovered from their possession.

The arrested cadres have been handed over to Kakching police station. 

The police statement said that the two were arrested while conducting random checking by CDO Kakching under the supervision of the Kakching police SP on getting specific information about extortion of money from educational institution.

More than 1000 trained under PMKVY RPL in Fish Processing

Having launched on 18th December 2019, more than 1000 beneficiaries have been trained till date at the ongoing series of 12 hours’ (3 days @ 4 hours per day) training programmes on the Job role: Fish & Sea Food Processing Technician under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) - Recognition to Prior Learning (RPL) phase – 1 of the Skill India Mission. The training programme is being organised at the existing infrastructure of the DM Community College based at Dhanamanjuri University, Imphal by the Unique Trust under the sponsorship of the Food Industry Capacity & Skill Initiatives (FICSI), New Delhi with a targeted goal of training to 2000 beneficiaries within the age group of 18 to 56 years.  
Students under the clustering colleges namely D M College of Science, D M College of Arts, D M College of Commerce, G P Women’s College and LMS law College under the Dhanamanjuri University, Imphal are also actively participating at the training programme as an add on course to their undergraduate degree courses. Self Help Groups, Local Clubs & Organisations in the peripheral areas of Loktak Lake, womenfolk, unemployed educated youths, drop outs and many other people including retired employees are also found actively involved in the training course with an objective to enhance their skills in the fish and sea food processing and hence, economic growth of the state.
The training programme shall continue till 15th February 2020 to cover a targeted goal of 2000 beneficiaries. The training courses are now conducted in two shifts a day i.e.  Morning shift starting from 8 a.m. to 12 noon and Evening shift starting from 1 p.m. till 5 p.m. every day with an intake capacity of 50 in each batch.  A stipend @ Rs. 500/- per trainee along with the qualifying certificates issued by FICSI shall be awarded to those who successfully completed the training and qualified in the assessment conducted under FICSI at the end of every three days of training. High quality T-shirts and Caps are also provided to every trainee. No fee is charged for joining the training. Those who have passed class VIII, attained the age of 18 years and willing to join the workforce in the Fish and Sea Food Processing sub- sector may come to the Community College any time along with Bank Pass Book for transfer of stipend, Adhaar Card for registration in the Skill India Portal. A better and inclusive alternative

The present era of Information Technology has ushered in such irrevocably radical changes that the world is viewed as a global village, and rightly so. Unrestrained and instant access to knowledge and information as well as improved coverage of communication facilities throughout almost every nook and corner of the world has indeed demolished the barriers to communication and information. Yet in such an era, ancient habits and archaic practices tend to subdue the logical and contemporary mindset- which can only explain the developments in such a small and geographically challenging state as ours. The Nagas, in their quest to bring together naga inhabited regions, using various means- both fair and foul, are sculpting a new region as per their wisdom, which they claim is essential to fulfill their end without proper understanding of the repercussions and the collateral damages. Same is the case with the Kukis who are demanding a unified kukiland, and if tomorrow, the other groups like the Manipuri Muslims, Kabuis, etc. were also to start demanding a separate region out of this state, leave alone the Meiteis, what rational could support such a demand or demands? Shouldn’t it be better to leave Manipur for the Manipuris- the Nagas, the Kukis, the Kabuis, the Muslims, the Meiteis and whichever group is residing in it. Regressive thinking, although might benefit a section or group of individuals, ultimately will only hamper even their own development - mentally, spiritually and financially. A staggering amount of efforts and expenses have been utilized in raising and sustaining such issues as is evident from the scale of operations of these demands. What if these precious resources- financial and manpower- had been used for finding pragmatic solutions and answers to alleviate the way of life for everyone in this state- be it the scarcity of water, the insufficient and erratic power supply (though considerably improved in the valley areas) on which almost every modern equipments and gadgets are based on, the dismally prepared roads hindering travel and transportation especially towards the interiors - to be at par with the rest of the world and to prepare the future generation to compete and strive with fairness and intensity rather than to bide one’s time and survive on another’s misfortune and circumstances, as did our forefathers during the stone age. Life is to be lived, not to merely survive, and to strive and grow and progress should be the endeavor of every human. Succumbing to rhetorics about one’s filial pride and privileges will only leave one behind in the quagmire one so deviously schemed to trap others in. Is everyone up for it?
