Information sought through Right to Information Act, 2015 regarding the expenditures of various set ups for conducting of the 105 Indian Science Congress held at Manipur University from March 16 to March 20, 2018, has provided false information by the CPIO of the Manipur University namely T. Shantikumar Singh (Deputy Registrar) MU.

A reply in connection with the queries regarding the expenditure sent to the activist on November 18, 2019, said that he could provide expenditure of Indian Science Congress catering service and Accommodations of the delegate. As provided by him, the MU Administration paid Rs. 5,07,231/- (Five Lakh Seven Thousand two hundred and thirty one)  on January 1, 2019 through electronic transfer to M/S Babina Health Care & Hospitality Pvt. Ltd, Imphal. For Accommodation, a sum of Rs. 53,77,945/- (fifty three lakhs seventy seven thousand nine hundred and forty five) has been paid to M/S Gazal Caterers, Faridabad on March 19 , 2019 through electronic money transfer.

The information was provided in written on November 18, 2019. He added that the MU administration does not have documents of other expenditures.

Imphal Times special team when investigated over the matter found that the CPIO of the Manipur University is not providing the correct information to the RTI activist.              

To the finding of the Imphal Times, total amount allotted to 13 firms for catering, decoration, lighting , stage etc. was Rs. 10,40,89,174.60/- ( Ten Crore forty lakhs eighty nine thousand one hundred seventy four and sixty paisa) .

Of the total expenditures 30%  (Rs. 1,93,56,509./- ( Rupees one crore ninety three lakh fiftysix thousand five hundred and nine) has been sanctioned on March 1, 2018, after approval by the meeting of the 105 Indian Science Congress Purchase & Works Committee held on February 28, 2018,. The committee approved 13 (Thirteen) firms for execution of various work.

Among the 13 firm M/S Gazal Caterers has been approved for payment of Rs. 2,47,80000.00/-. The firm was paid Rs. 25, 00,000/- (Twenty five lakhs) contrary to the reply by CPIO, provided with the acknowledgement of Sandhayarani Ningthoujam , Finance Officer MU and Heigrujam Medha Devi, Project Cashier, MU.

The reply about paying Rs. 53,77,945/- to M/S Babina Health Care & Hospitality Pvt. Ltd, Imphal for Accommodation by the same CPIO is also a misleading information to the Central Information Commission, as there is no name as M/S Babina Health Care & Hospitality Pvt. Ltd among the list of 13 firms approved for implementation of the 105 Indian Science Congress.

Central Information Commission is considered as a fool’s statutory body to the Manipur University authorities as they provided false and misleading information to the citizens which was sought through Right to Information Act , 2015.

CM opens MITCON 2020

Chief Minister N. Biren Singh has exhorted the youth of Manipur to have entrepreneurial spirit so that they can give employment to many other youth instead of looking for government jobs alone.
He was speaking as the chief guest at the opening ceremony of the 1st MITCON 2020, a conference of IT companies of the State, at Hotel Imphal today. The conference was organized by Information and Technology (INCOTE) Foundation, a conglomerate body of 16 IT companies of Manipur.
The Chief Minister pointed out that most of the parents wish their children to get government jobs after giving education spending huge amount of money and time. This mindset usually destroys the entrepreneurial spirit of thousands of talented youths, and on the other hand making huge rush for government jobs, he observed. As such, this notion should be given up so that young talents are not hindered to get into innovative ventures, the Chief Minister said.
N. Biren Singh also said that the present Government is ever ready to extend all possible supports to young entrepreneurs and self-employed youths. Apart from StartUp Manipur and bank loans, the State Government had recently launched StandUp Manipur to provide assistance to motivated, hardworking and talented youths.
Expressing satisfaction on building up a collective strength of different IT companies by INCOTE Foundation, the Chief Minister said that such gesture of showing willingness to flourish together would certainly yield dividends in the days to come. He said that the Government is ever ready to extend co-operation in all their endeavours.
Stating that modern development requires uninterrupted power supply, the Chief Minister said that the State Government is looking for a suitable site for setting up of a Solar Energy Park in order to supplement to State’s power requirement.
Maintaining that the BJP-led Government has been trying to reflect ‘human service’ in its governance, the Chief Minister said that different noble schemes are being implemented towards this end. The Chief Minister also urged INCOTE Foundation and different other IT companies to share their ideas and suggestions in applying IT in the execution of Government policies like biometric attendance system for Government employees, Go to Village Mission, Inner Line Permit System, School Fagathansi Mission, e-marketing etc.
Former Ambassador of India to Syria, Afghanistan and Myanmar Gautam Mukhopadhyay, Secretary (IT) Smt. Jacintha Lazarus and INCOTEF President Piyananda Wahengbam were also seated on the dais as dignitaries.

Blasts rocks Imphal ahead of R-Day preparation

At what could be term as a direct blow to the state security intelligence or perhaps a loophole in the security measures being strengthened ahead of the 71st Republic Day Celebration, militants today triggered a powerful bomb at RIMS road early today morning. Report said a minor girl sustained injury after she was hit by the splinters of the blast.

Police report said that the bomb was an Improvised Explosive Device (IED) and blew off in front of a clothes shop at the Lalambung Makong area on RIMS road at around 4.55 am today.

The injured girl was rushed to a hospital.

Almost all rebel groups operating in the region has been boycotting the Republic Day celebration and have already announced 12 hour total shut down in the entire region. Accidentally the blast took place when the state conducted a rehearsal of the Republic Day parade.

No, UGs has so far claim responsibility of the blast , but police suspects armed rebel group to be behind the blast.

Following the explosion, top police officials and other security personnel rushed to the area and began an investigation.

Security was beefed up in the area and an operation has been launched to nab the militants.

‘Hepatitis to be eliminated by 2030’

Health Minister L. Jayantakumar Singh has informed that the government sets its objective to eliminate Hepatitis Disease by the year 2030. Speaking at the Empathy Campaign cum awareness programme of Viral Hepatitis with free vaccination held at the conference hall of JNIMS today Minister Jayantakumar Singh said that National Viral Hepatitis Control Programme was launched in 2018 by the Ministry of Health & Family Welfare, Government of India with the objective to provide free screening, testing, diagnosis and treatment of all varieties of Hepatitis.

Minister also maintained that there are two centres in the state at present to avail the mentioned facilities, one at RIMS and another at JNIMS. The government has also inaugurated treatment centres and testing laboratories for Hepatitis in another seven districts i.eThoubal, Bishnupur, Chandel, Churachandpur, Ukhrul, Tamenglong and Senapati. Free testing and diagnosis has already been started in these seven districts also, he added.

Minister said that the main objective is to eradicate this deadly disease from our soil. He said that only an united effort can defeat this horrible threat. To fulfil this objective coordination amongst the different layers of staff and social organisations is necessary. He also lauded the efforts put by the Airport Authority of India, National Health Mission, Manipur, Authority of JNIMS and ILPS, India.

Taking a note on the report of death of three persons at Kamjong area of Ukhrul District, Minister Jayantakumar said that expert medical team has been sent to the affected site for investigation and preparation of a detailed report for taking further necessary action. Minister has also spoken to the Minister of health, Government of India, he added.

The occasion of Empathy Campaign cum awareness programme of Viral Hepatitis with free vaccination was jointly organised by Airport Authority of India, National Health Mission, Manipur, Authority of JNIMS and ILPS, India.

“Maharashtra bandh” on Friday

Mumbai, Jan. 23

Vanchit Bahujan Aghadi (VBA) led by Prakash Ambedkar, a grandson of Dr B R Ambedkar, has given a call for “Maharashtra bandh”, as a protest against the Citizenship (Amendment) Act (CAA), the National Register of Citizens (NRC) and the “wrong” economic policies of the Centre, on Friday.
“The country is on the path of economic bankruptcy. Due to demonetisation and GST, coupled with atmosphere of mistrust in the country, the government is not getting revenue. The economic policies of the Centre are wrong,” he alleged.
Some of the school and college teachers’ unions have also pledged their support to the bandh. Teachers and educationists under the Joint Platform in Defence of Education have appealed to the management of all schools and colleges of the state to remain shut with a view to observe ‘Maharashtra Bandh’ on January 24.

Frequent transfer of bureaucrats irked KSA

Kangleipak Students’ Association (KSA) today questioned the rationale behind the frequent transfer of bureaucrats officers as it affect the welfare of the students when it comes to transfer of Commissioner and Director of the Higher and Technical Education Manipur.

A statement of the student body asked if the frequent transfer is for the convenience of administration or on the personal interest of those in power in the government. The KSA said that it strongly oppose the transfer of Commissioner and Director of the Higher and Technical Education Manipur before the completion of the academic session. The transfer of the Commissioner and Director will put halt to the welfare programme of the students being taken up by them. It appealed the government to halt the transfer of the two until the financial year.

On the other hand the Commissioner is also looking after as Vice Chancellor of the DM University and his transfer may affect the functioning of the university. KSA appealed the government authority to stop frequent transfer at inappropriate time.

Six more major rebel group waging war against the government of India from North East region has called 12 hours total shut down in the entire region which they term it as WESEA, from 6 am to 6 pm of January 26, which the government of India is celebrating the 71st Republic Day of India.
A press statement jointly signed by (Sainkupar Nongtraw) General Secretary, Hynniutrep National liberation Council (HNLC), (N. Oken) Chairman, Kanglei Yawol Kanna Lup (KYKL), (Ksh. Laba Meitei) President, Kangleipak Communist Party (KCP), (H. Uastwng Borok) President, National Liberation Front of Twipra (NLFT), (Jiban Singh Koch) Chairman, Kamatapur Liberation Organization (KLO) and (J.K. Lijang) Chairman, People’s Democratic Council of Karbi Longri (PDCK) appealed the people of the region to shun such celebrations terming it as an orchestrated event to legitimize foreign rule over region. The statement however said that Religious activities and emergency services are exempted during the total shut down called.
The statement said that the attempt to celebrate the Republic day in North East states by the respective government is purely anachronistic imposition in this part of the world, as the citizens of this region are not allowed to enjoy Republicanism in the true sense of the term.
“The so-called republican constitution of India fails to actually entitle the peoples of this region to republican liberty. Indian rule in our region is theoretically republican, but in reality, deep-rooted oppression of the indigenes is prevalent, which is quite contradictory to republicanism. Oppression is defined generally as unjust relationships between two political entities, persons or groups of people”, the joint statement said.
Stating that the relationship of WESEA with India are unjust to the core, the people are being oppressedand subjugated under an alien rule.
The statement said that celebration of the Republic Day of the colonizer nation by the oppressed and colonized peoples is nothing less than willfully participating in their own oppression. Such irrational behavior of supporting their own subjugation, as shown frequently by the colonized peoples, is possible if the colonizers are successful in gaining control over the political consciousness of the oppressed, that is, in creating false consciousness in the minds of the latter. The process of colonization begins with the use of repressive power by the colonizer to gain coercive control, the statement added.
The statement further said that the next step is to create false consciousness in the depth psychology of the colonized through economic immiseration and soft cultural machinations like weaponization of education, distortion of history, manipulation of media, manufacture of truths out of half-truths and pure lies etc. etc. The third step is consensual control of the colonized through the normalizing power of institutions, social, economic and political. The last step, towards which the WESEA region is rushing at full throttle, is total ethnic assimilation of the colonized after ethnic identity harmonization through planned critical economic dependence, designed demographic invasion and organized cultural transformation. The consequences are foreboding enough to invite armed liberation struggle from the colonized to achieve liberation from colonial yoke and to establish just relationships with other human beings or groups.
“It is a bounden duty of the liberation forces to promote the development of objective political consciousness of the struggling people. To inculcate the minds of our people with true political consciousness, it is imperative to ban such imposed celebrations in our region”, it added.

The Great Security Circus

With the coming of 71st Republic Day of India, there has been whole lot of security measures being taken up in the state particularly in Greater Imphal area and the justification for these measures are to curb anti social activities.

One can see many security personnel frisking and checking commuters in important locations and at times performing Combing Operation in different localities in early morning.  This is good in one way taking in view of the law and order of the state and other past incidents.

In spite of all these whole security measures, bombs have blasted in different places in this month alone. This can be termed as a complete failure on the part of authorities whether it may be Intelligence or Manipur Police department. What is surprising is that, such types of incidents have occurred before in the rundown to Independence Day and Republic Day. Here, mention may be made of the security measures taken Post 9/11 attack in the United States, more than 263 organizations were either created or reorganized after the attack and many security measures were taken up to prevent any unwanted activities and terror activities did minimized to lowest low after this. Doesn’t mean we need to act like what is being done in the US, but at least security thing could be taken a lot more seriously and prevent such untoward things from happening. If they cannot prevent such unwanted activities and protect common people lives and properties, then there is no point in conducting activities like frisking and Combing Operation in the name of security. The whole setup can be termed as a charade or a way to harass the common people in the name of security, if such unwanted activities keep on happening. Commuters, mostly teenagers are stopped by the police and frisked as if they are some petty criminals. How far is this frisking and Combing Operations fruitful?

The need of the hour is to beef up Intelligence activities and a complete recheck of the whole setup and not to stick on just some aged old activities for namesake. After all, it is the sworn duty of the Police department to protect the public and not to trouble them.

‘Earthquake never kills; but the buildings do kill’. Hope all can perceive the irony of the quote and is much in relevance with the present day. The process of globalization is at the peak throughout the world, and the best known impact is the present day urbanization which particularly for our state is seen agglomerated in and around the Imphal city. Nevertheless, other parts of the state are on the boom of constructional phase. With the implementation of Atal Mission for Rejuvenation and Urban Transformation (AMRUT) and onset to launch Online Building Plan Approval System (OBPS), logical and scientific approach to the urban development needs to be sought or else will regret in the future. Much insight needs to be considered for the interdisciplinary fields like social engineering and design sciences while focusing on urban planning. The primary concern is the public welfare, which includes considerations of efficiency, sanitation, protection and use of the environment, as well as effects on social and economic activities. Although it predominantly concerns with the planning of settlements and communities, urban planning is also responsible for the planning and development of water use and resources, rural and agricultural land, parks and conserving areas of natural environmental significance. Practitioners of urban planning are concerned with research and analysis, strategic thinking, architecture, urban design, public consultation, policy recommendations, implementation and management.  
Bureau of Indian Standards (BIS) [IS 1893 (Part I): 2002], has grouped the country into four seismic zones, viz. Zone II, III, IV and V and the entire state of Manipur falls under the zone V which defines the maximum seismic hazardous scale. In this perplex seismicity and earthquake hazard have a vital role to play owing to the location of Imphal city. Seismic knowledge can be explained in terms of three basics; Source, Path & Site Response. Source here implies the origin of the earthquake wave or the epicentre. It depends on the depth of the earthquake. Path indicates the route which will propagate the seismic waves; so to say the material of propagation of the wave. Practically it’s the medium of seismic wave transmission. Lastly Site Response collectively represents the spot where the intensity of the earthquake responds to the earthquake wave. For our state, findings suggest higher risk as the Path- the medium of the transmission of the seismic waves prone to disaster as the underlying rocks are soft sedimentary rocks. The entire Imphal valley has a thick alluvial cover which is highly susceptible to seismic waves and tends to magnify the earthquake intensity. Thus the Site Response factor also predict to a more disastrous outcome. It’s the Source factor which may be the protective reason withstanding from a gloomy earthquake disaster in our area where the depths of most of the earthquakes are either medium to deep seated earthquakes. So whenever shallow earthquakes do happen, the extent of damage can be manifold as the other factors are catalysed to hazard.
Questionable thoughts nowadays; Are the buildings and constructional projects obey building bylaws? Are the projects have written approval from the concerned authorities? How much of the public have awareness of the building bylaws? Are the concerned departments do faithful researches about the seismic hazard zonation?  
The author beliefs all the answers are negative. Then most part of the state, or to specify the urban Manipur itself is exposed to the most dynamic disaster EARTHQUAKE. Manipur itself by nature is prone to seismic which should be minimised by technical combat against earthquake. Few simplified basics could prevent possible wraths of earthquake.
An earthquake-resistant building has four virtues in it, namely: (a) Good Structural Configuration: Its size, shape and structural system carrying loads are such that they ensure a direct and smooth flow of inertia forces to the ground. (b) Lateral Strength: The maximum lateral (horizontal) force that it can resist is such that the damage induced in it does not result in collapse. (c) Adequate Stiffness: Its lateral load resisting system is such that the earthquake-induced deformations in it do not damage its contents under low-to moderate shaking. (d) Good Ductility: Its capacity to undergo large deformations under severe earthquake shaking even after yielding is improved by favourable design and detailing strategies. BIS has prepared guidelines for retrofitting in existing structures. A list of code books on construction practices of buildings and structures, to minimize the earthquake losses, is available. In addition to this, Housing and Urban Development Corporation (HUDCO) & Building Materials & Technology Promotion Council (BMTPC) have also published guidelines and brochures for construction and retrofitting of buildings.
Loss of life and damage of property due to earthquakes could be considerably reduced through proper planning and implementation of pre- and post-disaster preparedness and management strategies by respective State and Central Government agencies in a coordinated manner following the above mentioned guidelines. These studies involving preparation of geological, geomorphologic and land use maps followed by drilling, geological logging, standard penetration test and geophysical studies to demarcate the zones of least to most damage prone areas within the urban areas so as to helps the respective town and country planning agencies to formulate perspective planning within the overall earthquake impact minimization efforts. Based on the above steps it is mandatory for all infrastructure/building/ development agencies (Public and Private) to design appropriate earthquake resistant building plans based on the relevant BIS Codes and other guidelines of BMTPC, HUDCO and NDMA for across the country.
Imphal Municipal Corporation Building Bye-laws (First Amendment) 2019 has incorporated all the 14 provisions of the Model Building Bye-Laws, 2016. However, only considering the provisions will not solve the issue. The reason is quite evident as symptomatic treatment will not cure this natural disaster. We need to diagnose the root cause of this disaster and pre channelize our efforts to minimize its impacts. In the context, the scientific inputs about the seismically microzonated parts of Imphal city should be the base for any constructional projects. Recently concluded studies by GSI in 300 sq. km areas in and around Imphal City indicated 15.54 sq. km and 67 sq. km areas respectively as very high hazardous and high hazardous areas. Hencefort much technical rather strong administrative monitoring is vital to combat the menace of earthquake disaster.

A case was filed at City Chowk Police station in Aurangabad (Maharashtra) against former Indian cricket team captain and ex-MP Mohammed Azharuddin and two others for allegedly cheating a local travel agent for Rs. 20,96,311/-
The complaint was lodged by Shahab Y. Mohammed (49), proprietor of Danish Tours & Travels and a former executive with the defunct Jet Airways.
The first information report (FIR) was registered against Mujeeb Khan (Aurangabad), Sudheesh Avikkal (Kerala) and Mohammed Azharuddin (Hyderabad). No arrests were made and further investigations were on, Investigating Officer A.D. Nagre said.
According to the complainant, Avikkal booked several international airline tickets like Mumbai-Dubai-Paris, Paris-Turin, Turin-Paris, Turin-Amsterdam, Turin-Munich-Amsterdam, Paris-Dubai-Delhi, Copenhagen-Amsterdam, Amsterdam-Manchester, Amsterdam-Zagreb, etc. in various names, between 9 and 12 November, 2019.
On one occasion, Azharuddin and Avikkal, travelled to Paris where they met three others and booked other tickets, mostly business class, in top airlines. Though Avikkal didn’t have money, he insisted that it was an emergency and told Mohammed Shahab, that he would pay the ticket charges. Mohammed, relented only after Mujeeb Khan(who is the personal secretary to Azharuddin) gave an assurance on behalf of Sudheesh Avikkal. Whereas Avikkal said he would make a part-payment of Euro 13,500 ( Rs 10,60,000), for the tickets through his bank account in the “Croatian National Bank”. He showed Shahab an email purportedly sent by him to the bank on 12 November 2019.
“I was instructed to book many tickets, cancel tickets, re-book fresh tickets, re-issue, reschedule, etc, which I did on the assurance that the payment was forthcoming. But, on 15 November 2019, the Croatian National Bank informed me that no payments was received from Avikkal,”
Saddled with a ticketing bill of over Rs 2 million, Mohammed tried to speak to Azharuddin and Khan, but they reportedly evaded him, although Avikkal on 24 November said that he was clearing the full payment of Rs 21,45,000 in favour of the travel agency. Avikkal also sent a copy of the cheque issued in favour of “Danish Tours & Travels” for the amount on WhatsApp, to Mohammed. But the cheque reportedly bounced and Mohammed did not receive any payment. Resultantly he lodged a complaint with police.
Mohammed allegedly that for the past two weeks, Khan and the others have been even hoodwinking the  police that the payment will be made “anytime”, but nothing came and finally the FIR was registered against them. Mohammed Azharuddin couldn’t be reached.
