Government act tough on criminal mob, but forget to deal with minor victim

It was heinous of the heinous crime, committed not only to the married woman, but to the 9 years old daughter of the lady who was judged by an uncivilized mob at Upokpi Khunou in Bishnupur district. Thanks to the state government for its quick response to the mob culture by the state government law enforcing agency. All together 14 of them who were involved in such mob act were arrested and are in the process of awarding punishment as per the law of the land. But the government machineries seem to have forgotten is that, the minor girl child is not only equally traumatize by that incident of October 6, but has been triple times traumatize remembering that incident. The video, that went viral on social media quite for some time showed the mental state of that girl child. However, what surprises is that the minor girl child was left with her father and was used by any visitor who actually wanted to know about the incident.

The situation was found out when a team of Women Action for Development (WAD) visited Upokpi Khunou yesterday to collect reports of the incident. During a meeting with media persons at WAD office today afternoon, Mk.Saroj Khan, a volunteer of WAD said that the Child Welfare Committee (CWC) Bishnupur did went to the family and met the girl child . The CWC Bishnupur is likely to meet the minor girl again likely by tomorrow to provide her counseling and other service which ever required, he added.

The incident happened on October 6 and the child has been left without any professional counseling till today, the Oct. 10, this means that the girl child is exposed to all form of trauma for 5 days. Nobody knows what her paternal members including her father could have treated her as she had tried to save her mother when the mob attacked. She has been called by the locals of her father residence to tell the incident which should not have been done. Many times Psychiatrist Dr. Lenin had stated that minors with growing mind are prone to suicidal tendency if they are disturbed. The situation witnessed by the volunteers of WAD showed that the government, while trying to act to assure that rules of law exist and nobody can escape from the rule of law, they have forgotten that saving the child victim is also guaranteed under the law of the land.

The WAD also demanded speedy punishment of the RIMS staff who had raped a minor girl inside the ECG room by booking him under POCSO.

UPRFM calls 18 hours General Strike on October 15

Armed rebel group, United People’s Revolutionary Front of Manipur (UPRFM) has announced 18 hours general strike in Manipur on October 15 protesting the dissolution of the Manipur State Legislative Council and merger of the Manipur (Kangleipak) to the Indian Union.

A statement by L. Rolin @ Thoupangba Meitei, Information and Publicity Secretary of the rebel group said that that day of 1949, where Manipur lost its freedom will be observed as Black Day. It said that Maharaja Bodhachandra of Manipur was forced to sign the merger agreement under duress at Shillong on September 21, 1949, without the consent of the Manipur National Legislatures. The general strike will begin from mid-night of October 14 till 6 pm of October 15, the statement added.

While elaborating on the historical events of how Manipur was annexed by India, the UPRFM statement also calls on people of the land the need to ponder on the life of the people after Manipur has been annexed. It said the discussion being taken place over the issue of September 21 , 1949, merger agreement by various group is a sign of marching the revolutionary movement.

Entrepreneurship Culture Necessary for Sustainable Business in the State- Governor

 Dr. Najma Heptulla, Governor,  Manipur inaugurated  the one-day Conclave of Local Craft Entrepreneurs, Traditional Craftsmen and msmes on ‘Promoting entrepreneurship and harnessing untapped potential of geographical indications of Manipur’ at hotel Classic Grande, Imphal today.
The one-day Conclave was organized by Mission for Economic Empowerment of Traditional Artisans and Craftsmen (MEETAC) (An Autonomous body under Department of Commerce and Industries, Government of India) in association with PHD Chamber of Commerce and Industries (PHDCCI) to deliberate on Startup India, Standup India, Government E-market place and Geographical Indications.
Speaking on the occasion, the Governor complimented the organisers for their effort and commitment to uplift the local craft entrepreneurs, traditional artisans and craftsmen in the State.  These traditional artisans in the handicraft industry in the State have long struggled due to lack of patronage. She said that the, the charm of hand-woven fabric handicraft has never faded and now there is more awareness among people about such product.
The Governor further stated that to introduce these artisans to newer markets and to the shift in customer preference for sustainable products, the state Government has initiated the Mission for Economic Empowerment of Traditional Artisans & Craftsmen (MEETAC) in 2018 with an aim to revive the lives of Artisans by developing entrepreneurial competencies in them. The Mission concentrates on product development to capture the needs of the younger generation, larger and high-end markets with a special focus on exports. New articles, collections and clothing line through product diversification, in collaboration with well-known institutions like National Institute of Design, Central India Regional Council (CIRC), Indian Institute of Packaging etc will be introduced through MEETAC.
Dr. Najma Heptulla expressing her pleasure said that PHD Chamber of Commerce & Industries (PHDCCI), which is the National Apex Chamber working at the grass- root level with and with strong national and international linkage has joined hands with MEETAC to promote entrepreneurship in the State. The Chamber acts as a catalyst in the promotion of industry, trade and entrepreneurship and through its research-based policy advocacy role, positively impacts the economic growth and development of the nation.  She also expressed her optimism that MEETAC with PHDCCI would be in position to make a long lasting impact on the economy of the State, the craft sector in particular.
Prime Minister Narendra Modi launched brand names like ‘Make-in-India’   to make the country an economic powerhouse along with programmes like Startup and Standup India. Startups are important for economic growth of a nation and one of the main advantages of Startups is that it creates new jobs. It is necessary to develop an entrepreneurship culture in our State to deliver quality products to the consumers for a sustainable business. Similarly, Standup India scheme ensures that women entrepreneurs, an important cog in the craft sector of Manipur, have a fair chance for setting up their own business.
She further stated that rural folks in various parts of the State possess unique skill and expertise to produce hand crafted products like handicrafts, jewelleries, textiles other related products. Geographical Indications (GI) are tightly interwoven into rural lives which employ traditional methods, practices and know-how to produce these goods. With the protection assured by GI registration, pirates and counterfeiters cannot encroach on the markets and the consumers are guaranteed of the genuineness of the product and quality assurance.
Minister (Textiles, Commerce & Industries) Th. Biswajit Singh speaking as the President of the function, pointed out that Providing Government e-Marketplace (GeM) has been another significant step of the present Government. Handicrafts sector have ample equal opportunity to show its product strength from the rural and urban area. Artisans and their Self Help Groups or Federations with legal identity who can aggregate Women artisans and Micro-entrepreneurs, register them as “Seller” on Government e-Marketplace (GeM). GeM is a one-stop Government e-Marketplace (GeM) to facilitate on line procurement of common use Goods & Services required by various Government Departments / Organizations / PSUs. GeM provides local entrepreneurs a one-stop shop for marketing with minimal efforts.

The Conclave was attended by Dr. D.K. Agarwal President (PHDCCI); Dr. Mahesh Y. Reddy, Secretary General (PHDCCI); Anurag Bajpai, IFS, CEO (MEETAC);Dr. H.P. Gangte Welfare Association misleading Former President of India – GSO

Gangte Students’ Organisation (GSO) has alleged Gangte Welfare Association (GWA) of misleading the former President of India through false, fabricated or concocted claims.
A statement issued by the Information and Publicity Department , GSO HQ said that the so call organization Gangte Welfare Association is set to organise a ‘Silver Jubilee’ event on Oct 12, 2019 taking the base year of GSO Delhi.
“It is a fact that the Gangte Students’ Organisation (GSO), Delhi was established in 1994 whereas the Gangte Welfare Association (GWA), Delhi was formed in 1998. As such, GSO, D&NCR celebrated its Silver Jubilee with much fanfare on 7th Sept., 2019 at Sankar Srimanta Bhavan, New Delhi”, the statement said.
The statement further said that the organisers of the Silver Jubilee’ event of the GWA.
 “At one instance they would claim it to be the ‘Silver Jubilee of Delhi Gangte community. There is no wonder when they are placed at uncomfortable situations as if groping in the dark scurrying to find an appropriate name to their function! Because, GWA is still short of attaining 25 years and ‘Delhi Gangte community’ existed  long even before the establishment of GSO Delhi”, the statement said.
Terming it as unfortunate , the statement said that the so called GWA  conspicuously ignored  the existence of GSO Delhi. It said the GSO is the apex body of the Gangte students in Delhi and elsewhere. It can be deducted that this so called GWA is only tool and its leadership a puppet of some vested leaders back home who are hell-bent to obliterate the Gangte tribe and their people from the face of the earth as is evident from their activities. It is stated stand of the Gangte Students’ Organisations that Gangte as a distinct tribe should maintain its identity at any cost. The GWA or other bogus organizations may fool others, but they can never fool or distort the truth. We stand by the truth.
The GSO, Delhi appealed all Gangte residing in Delhi & NCR not to extend any forms of cooperation-moral or anything- to the bogus function being organised in the name of GWA and to distance themselves from such unjustifiable functions organisations.

World Mental Health day observed

World mental health day observed on 10th October 2019, by the Department of Psychology, Manipur University. The function was inaugurated by the V.C. of University, Jarnail Singh with the release of pamphlet highlighting mental health and suicide prevention. With little awareness about mental health, which is the state of psychological well- being, in our region and a global scale of suicide every 40 seconds, the department recognised the gravity of suicide prevention.  Faculties and students took this opportunity to raise awareness and campaigned about mental health in other departments and distributed pamphlets inside the campus.  The pamphlets talked about suicide as of the leading cause of death, risk factors, our role in intervention of it. The event was concluded with a tree plantation drive inside the campus.

Film centre studio inaugurated

A film centre studio called “N-KAMBT Studio” was inaugurated today by Chairman of Film Forum Manipur, Samjetshabam Mangoljao at Thoubal Kshetri Leikai. The center aims to provide opportunities to youths interested in  Cinematography, Photography, Editing, Film Equipments and Recording.

The inaugural programme was attended by Film Forum Manipur, Film Maker, Treasurer, N.Tomba, Thoubal Municipal Council Ward no.3, Councillor, P.Jote, N-KAMBT Studio, Owner, Krishnand Ningombam and known artists.

Film Forum Manipur, Chairman, S.Mangoljao said that Film Forum Manipur is not for one community but for all. He added that the forum’s priority is to nurture artists by guiding them in the field of film related activities.

Mr. Chief Minister, clean the dirt that will stand as obstacle to your government

Turmoil in the political theatre of Manipur over the demand for replacement of Chief Minister N. Biren Singh has finally been settled. October 2, was perhaps the Judgment day and N. Biren Singh, after meeting with the central leadership of BJP came out with smiling face while the dissident MLAs camping at Delhi for over two and half months were left with no choice but to restore at the position that they have been before waging the war for the change of Chief Minister. N. Biren Singh victory, at this crucial juncture, is not worth celebration. Politically he had proved himself as the best among the equals , but things will not be the same to that of his two and half years of his government. During the said period the opposition political parties (Congress) was the only hurdled but after his victory he had created many enemies who are capable of organizing negative force without making their presence to any kind of works taken up under his initiatives.
From a footballer to journalist then politics, there has never been any U-turn for N.Biren Singh. He was a successful football players, as a journalist, when he was the editor of the highly demanded Imphal based local daily “Naharol Gi Thoudang” , N. Biren Singh’s personality in leading the state media fraternity is known by everyone. In politics too, he has now reached to the top. In ground level politics too he is still the master. When most Muslim community across the country particularly in the state of Manipur are soured with the ideology of BJP, N. Biren Singh’s years long  experience with grass root community succeeded in winning the heart of thousand Muslims particularly from his own Heingang Assembly Constituency in the Lok Sabha Election. Issues of contentious CAB was successfully subsided, the demand for the ST status as well as the ILPS like legislation by two different groups is being handle with extreme care using all his resource he gained during his association with the Civil Society members of the state, when he was the editor. Having understood the ethos of the common people he had introduced many programme to get in touch with the common people. The entire country is lauding N. Biren Singh for his “Meeyamgi Numit” and “Hill Leaders Day” where he personally met the common people and listened to their grievances. Setting up of Anti Corruption cell, establishment of Lok Ayukta, filling of vacant chairperson for Manipur State Human Rights Commission and also vacant members of the RTI commission and not the least, the strengthening of the State Vigilance department . The various activities of N. Biren Singh as the Chief Minister of Manipur reflected his aspiration to make or change the state of Manipur to a welfare state. There are other things like introduction of the CMHT, Go to village Mission, Go to Hill mission , which the Chief Minister launched to felicitate Health care facilities to the poor and also to provide all benefits that are provided for the poor people under various schemes of the India government. Indeed two years is a short period to take up so many programme for the welfare of the state. Perhaps, N. Biren’s achievement in the two years of his government for the people of the state and the kind of appreciation that he gets from the common people of the state may be the reason for denial of replacing him.
The later part of two and half years of his government is going to be a tough period. Even though the dissidents BJP MLAs had defeated, the wind seems not settled yet in the N. Biren Singh led Ministry. People across the state as well as the center knows that N. Biren Singh was able to form the government with support from MLAs of other parties including one from the main opposition Congress Party which got 28 seats in the last assembly election. BJP got only 21 seats. Of these 21 BJP MLAs half the numbers have wage war for replacement of N. Biren Singh. These MLAs might felt humiliation in front of their voters of their respective constituency and if one analyzed the character of Elected representatives by conducting Indian Democracy election, almost all MLAs have some capacity to do anything good or bad.
Point bringing here is that, these dissidents will now stand as obstacles to whatever good pragramme being taken up by the Chief Minister N. Biren Singh, as defaming him will justify and save them from the humiliations they face due to the recent defeat. As reported there are some Ministers who are among the dissidents BJP MLAs and these Ministers will in no way cooperate to the Chief Minister willingly. This suggestion is speculation but it is possible as we are human being. As of now majority of the Manipuri people both from the Hills and the plain like N. Biren Singh to be the Chief Minister. Except for those middlemen and middle women who act as bridge to the Chief Minister, N. Biren Singh is still clean Politician with no scams or charges of criminal act. And besides, he only has one legal wife, that gave him support in every work he did.
Point wanted to bring here is that N. Biren Singh needs urgent reshuffle of his Ministry. Drop out those who will remain as obstacle and replace them with those who are loyal to the people of Manipur – no matter young or old. “In politics everything is possible”, former Chief Minister Radhabinod Koijam once said.      

Those Days, even teenage girl with baby on back were not spared

On the evening of 27th  November, 1997, Miss Farida Begum (16) with her brother’s baby on her back was buying cigarettes for her father from one Mohammed Tahir’s shop at Chaobok Mairel Khul (a locality of Lilong under Thoubal District) at around 10 pm. No sooner when she was asking the cigarette, some army personnel numbering about 30 accompanied by some surrendered militants, who came from the army camp posted aside the Lilong Police Station, soon paraded towards the shop where she was buying things. At the same time, two other girls were also buying something from the same shop while some person are seen chattering near the shop as usual. Then to their surprised, those armies rounded up the shop and without asking anything they started destroying things kept in the shop. And after that they pull out the shop owner Mohammed Tahir and his son Mohammed Apik, and subsequently roughed up inhumanely.            
At the same time, Farida Begum was whisked away some 500 mts. south of the shop. Moments later, gun shots were heard. Her relatives rushed to the spot from which the sound came, and to their horror, they found Farida lying dead with the baby still on her back. Miraculously, the child survived the liquidation, but the scene was horrible. The baby’s body was completely smeared with human bloods. Curiously enough, the dreamy and petrified baby uttered Che! Che! Ee! Ee! (This means Sister! Sister! Blood! Blood!), said the appalled and shocked locals.            
As the news spread the local people in wrath stormed the Lilong police station protesting against the killing. The agitators also surrounded the adjoining areas at where the army held their camp. Reliable source said, the army prevented their Brig. Shri Rajendra Singh from going out of the post because the situation being tense. Official reports said that locals didn’t allow the police to recover the dead body after the firing came to end.    
 The irate mob mostly women, with their torch on their hands dismantled the police station fencings, took down sign boards and damaged a few numbers of police vehicles. The security personnel opened fire several rounds to put down the exasperated mob. Following it, they ran for cover and 30 of them hid near the foot of one house which belonged to Mohammed Sirajuddin just opposite to the station. But the armies soon kicked open the door where most of the womenfolk were hiding in fear. They were then beaten up black and blues. Later on, the house caught fire from the torches seized from the womenfolk by the army.            
The father of the deceased Mohammed Chaoba, a police naik, when contacted by this writer on the following day told that he was informed about Farida’s arrest by his son, Mohammed Atau Rahaman. He immediately hastened to the Lilong Police station and apprised the officer-in-charge, Mohammed Giasuddin about the situation. Surprisingly, the O.C. expressed his inability to take actions upon the army without the knowledge of the Thoubal S.P. Instead, he advised Mohammed Chaoba to file a case against the army. At this remark the latter told the former that he was in charge at that time, and it was his duty to locate the where about of the girl and under what condition at that moment she was in. Dejected, and disgusted with himself and unable to discharge his obligation as a policeman, he returned home only to find his dear daughter dead.
