MAHUD hopes high in making urban areas of Manipur ‘Garbage free zone’; but worries sincerity of local body’ s representatives

Imphal, Dec 27: Manipur Housing and Urban Development Department sees hope in making urban areas of Manipur a garbage free zone in the coming years. With the solid waste management plant at Lamdeng in Imphal west all set to re-launch from January 4 next year , authority of the MAHUD Department are now relieved as the Solid Waste Management plant may require more solid waste than produced by the total household in the state. What is worried is the sincerity of the representatives of the local bodies particularly those in urban areas. During a one day media sensitization programme on Swachh Survekshan 2018 organised by the Directorate of information and Pubic Relation (DIPR) in collaboration with the MAHUD Department at City Convention here in Imphal, Director of MAHUD Department Gitkumar Nepram said that the Solid Waste Management Plant at Lamdeng which had already started functioning but stop for some time will start operational from January 4, 2018. At present the waste management site has been handed over to a Ahmedabad based private Company called IEC-TSL Ingenious Energy and will start producing electric energy from the solid waste from January or February . Gitkumar further added that an agreement had already been signed between the company , MAHUD and the MSPDCL that the electric energy produced by the company will be procured by the MSPDCL and the solid waste required for producing the energy will be supplied by the IMC. As of now the solid waste disposed at Lamdeng is being managed at the cost of Rs. 350 per ton. This will be charged until the company produced energy and sold it to the MSPDCL. The MAHUD Director further added that at present a total of around 120 ton of solid waste are being dump at Lamdeng per day . And the Company will require the similar ton of solid waste for producing energy per day . This means solid waste from other municipal areas of the state like Thoubal, Bishnupur Kakching Sugunu will also be required. For this the MAHUD had plant to establish Transfer station at Thoubal using latest technology . For that fund had already been sanctioned under the NLCPR. However , it is the sincerity of the representatives of the urban local bodies that is required in making the plant successful as it is the only means for keeping the urban areas garbage free zone. Ngangom Uttam, Executive Director MAHUD said that ss a prelude to encouraging cities to improve urban sanitation, Minister of Housing and Urban Af fairs (formerly Ministry of Urban Development) had conducted ‘Swachh Survekshan-2016’ survey for the rating of 73 cities in January 2016 followed by ‘Swachh Survekshan-2017’ conducted in January- February 2018 ranking 434 cities. In a bid to scale up the coverage of the ranking exercise and encourage towns and cities to actively implement mission initiatives in a timely and innovative manner , MoHUA now proposes to conduct its third survey to rank all 4041 cities based on assessment of progress from January 2017 till December 2017 under Swachh Bharat Mission-Urban (SBM- U). The objective of the survey is to encourage large scale citizen participation and create awareness amongst all sections of society about the importance of working together towards making towns and cities a better place to live in. Additionally , the survey also intends to foster a spirit of healthy competition among towns and cities to improve their service delivery to citizens, towards creating cleaner cities, Ng, Uttam added while elaborating on how the judgement of a clean city will be made. In order for cities to reap the maximum developmental benefits from the survey , concerted efforts are being taken to strengthen the capacities of the cities to understand the modalities and spirit of the survey . In addition to giving towns and cities more time to prepare for the survey , there will be intensive interactions with ULBs to familiarize them with the survey methodology , survey process and output indicators, and also clarifying their expectations from the survey . Since citizen participation is a very crucial component of this survey , social media and other traditional media channels will be used strategically at both national, state and city levels in order to educate citizens about the objectives of the survey and survey methodology , as well as to reinforce the importance of their participation in the survey , in order to ensure significantly higher levels of participation from all citizens

Nagaland Cyber Crime Police arrest person who spread news about resignation of CM Zeliang in Social Media

Kohima, Dec 27: In connection with the alleged fake and forged resignation letter of Nagaland Chief Minister , T R Zeliang and his cabinet colleagues, the Cyber Crime Police Station under Police Headquarters Nagaland has arrested one person identified as Dietho Rhakho, Working President of the Dimapur District Congress Committee. It may be recalled that on 20th of this month the social media, especially on Whatsapp and Facebook was flooded with a forged letter purportedly written by Chief Minister and addressed to the Governor of Nagaland wherein it stated that in pursuance to the resolution adopted in the Assembly and owing to strong public demand to resign for paving way to bring early settlement of Naga Political issue, the Chief Minister and his team of Cabinet Ministers tender resignation with immediate effect. Sources revealed that following the filing of an FIR by the Chief Minister ’s Of fice the same evening, the Cyber Crime Police Station registered a case and investigation was taken up accused responsible for spreading fake documents of the highest office of the State with malicious intent. Sources said that the accused was arrested for creating and posting the fake and for ged letter . Sources said the accused in his statement to the Cyber Police also admitted that he created and circulated the letter

ZP forum demands full devolution of power

Imphal, Dec 27: A new forum of Zilla parishad bodies in the state was floated today at a mega meeting of ZP members held at Hotel Imphal today . According to reports the meeting was attended by 53 ZP members, six adhyaksha and president of the state Panchayat Parishad and adopted several resolutions demanding full devolution of power to these local bodies. Calling the state government for prompt devolution of power to the Zilla Parishad, the meeting condemned the fact that even though the autonomous district councils in the hill districts have been granted full devolution of power , similar measures for the Zilla Parishad in the valley districts are still kept in the backburner . The meeting further passed a resolution in favour on demanding regular salaries for the members of the Zilla Parishad, whose values are to be kept on par with the current salaries of ADC members, in lieu of the honorarium currently enjoyed by them. In case the state government refrains from granting its demands, the forum warned that all members of the Zilla Parishads and other local bodies in the rural area will not extend support to the candidates forwarded by the ruling parties in the forthcoming Parliamentary elections. It further warned that cooperation from the side of the local bodies should not expected by the government in further state functions.

Blessing of Christmas

The festive season brings with it the mandatory greetings and wishes from and to our dear and near ones, to let others know that their well-being is thought about. The feeling of hope and positivity increases with the anticipation of an approaching festival and revelry- and that perhaps answers the question as to why Manipur and its people always embrace festival and celebrations with such intensity . Not to be outdone, the heads of the state are greeting the people with much fervour and seemingly heartfelt sincerity . Never mind the unfinished activities and development works which started in and around Imphal with amazing alacrity- but then the fate of many such rushed jobs have been a foregone conclusion, and once again the representatives of the people does not disappoint. Cheer up, because the people can predict their moves and moods- an increasing effort in transparency? And never mind the increasing instances of armed security personnel and their responsible officers, with prodigal off-springs of responsible and prominent politicians who are too busy looking after the welfare of the people to mind their issues, being caught with mammoth caches of narcotic substances. Maybe they are just trying to correct the negative balance of trade by exporting these immensely sought after items, one of the very few things they are really adept at, so cheer up, because we have security officers who also showed enterprising talents. And never mind the increasingly common cases of extortions and attacks on innocent persons and working professionals in the state by the self- styled guardians of the freedom and independence of the downtrodden people of the state. Maybe they knew secrets the simple public is not privy to. Or maybe we should not be questioning the moves of those who wield death in their hands and lofty ideals in their speech, all the while garnering supplies and contracts, not to mention the periodic obeisance in cash and kind for their mercy and leniency shown to us lesser mortals. Maybe they are trying to bring about a resurgence of the brave and fearless state where the meek and the humble does not find a place in the society . Cheer up, because we are going back to our roots at last, the fabled times when men and god intermingled and myths are a part of everyday life. Who cares about the development and the race for progress in other parts of the world? And never mind the rising crimes against women, children and the weaker sections of the society . Their woes and difficulties are part of life and life is never perfect. Cheer up, because maybe they will come out stronger and wiser from their ordeal. Let nature take its own course. Never mind the worsening public facilities and deteriorating basic amenities. Man had survived without purified drinking water and electricity centuries ago, and we now can really appreciate their endurance and perseverance. Cheer up, because we are being given a valuable practical lesson in appreciation. And if not for anything, cheer up, because we are being thought of in these times of happiness and celebration
