Imphal, July 4: A total of 87 candidates whose name has been declared selected in the direct recruitment of Sub-Inspectors and Jemadar has been withheld following the enquiry report submitted by T. Pachuau, IPS, ADGP (Home Guard).

An official source from the state Home Department said that among the 80 candidates who were declared selected to the mentioned post by the then authority when Y. Joykumar was the DGP, 59 candidates were found to be overage. The source also discloses the name of the candidates who are overage and a copy of it is with the Imphal Times.

The enquiry commission was instituted following allegations by various candidates about the probable misappropriation during the selection process of the direct recruitment. The Home Ministry source further stated that 6 (six) candidates who were declared selected for recruitment to the post were found to have been dubbed themselves as OBC candidates when they belongs to the General category.

Interestingly, another 11 candidates among the 87 candidates declared selected were found to have been applying under the sports quotas. However, during the enquiry it has been found that the certificates that the 11 candidates were using were forge. The certificate they produced were not approved by the Department of Youth Affairs and Sport (YAS) and not found in the YAS records.

The source said that date of birth of a candidate identified as Mongjam Amarjit Singh has been found tampered and the educational certificates of another candidate identified as Bishwo Luwang were found to be faked. Another candidate identified as Mayengbam Arun Singh was found to have been changed to OBC from SC besides changing his height 5’2″ to 5’3″.

The source further said that among the 87 candidate 4 candidates were found to have been selected without attending the Viva-voce and another four candidates were using certificate of physical impairment even though they were not medically confirmed.

Diverting the issue with development pill

Confidential matters of the government are sometime leaked to the press and media persons published such story tagging the word exclusives. Recently a national daily newspaper published a story base on the report of Intelligence Bureau about some of the NGOs of the country promoting terrorism activities with financial support from foreign country. NGO activists of the country have termed the report to have been intentionally leaked by the IB authority under the directives of the government. So the point trying to figure out is can the official secrete can be leaked out without the support and help of some of the authority who are working for the office.

This is about the news report appeared in a local daily which said the Haolenphai village located near Moreh in chandel district has been listed among 100 villages selected across the country for construction of smart city. It is an open secret that the Myanmar’s authority had encroach the Haolenphai Village and even the border pillar has been moved and reinstalled about one kilometer inside the Country’s territory by the Myanmar’s army. Recently, a vast portion of the country’s forest near the village was totally burnt some weeks back. This was captured to the lenses of a group of media persons who had visited the village recently. On the other hand the Village including Moreh was located inside the territory of Myanmar if one look at the Google Map. Any person who knows how to operate internet if click on the google map would say that Moreh and its surrounding is inside the territory of Myanmar. The matter has been brought up by the Imphal Times some months back, but was diverted by the Okram Ibobi government saying that google map is not official.

The point bringing up here is why the report about selection of Haolenphai among the 100 villages of the country for construction of smart cities has been leaked unofficially to a newspaper. Some fishy seem to be surrounding over its leakage. Earlier the Imphal Times had reported about the state government proposal for construction of model town in Moreh town. The proposal was kept pending due to reason best known to the government authority of that time.

When the Chinese had drawn their boundary line inside the Indian Territory at Arunachal Pradesh there was an uproar in the parliament house. But when similar things happen in this part of the country along the Indo- Myanmar border, the Indian government authority remained silence. And instead of looking after the matter they tried any means to divert the issue no matter to the cost of the erstwhile kingdom Manipur. Do we have to wait for the Indian government authority to safeguard our territory or …….. ?

A wrongdoer always comforts himself by believing that nobody else saw him commit that sin and that he will continue to be pious and honest person in the eyes of others. Whatever may be the truth whether other saw his wrongful acts or not, the fact remains that because of this action of his he will fall down in his own eyes. He will never be pardoned. This feeling of guilt will linger on his mind till the last.

This should be well noted by the former Chief Engineer of the state Power department which has been converted to a corporation recently. It was under his nose that various upgradation works to ensure regular power supply has been implemented. Besides, it was under his supervision that many electricity consumers were put behind bars for their failure to clear the electricity bill. The people of the state had even witness a teenage girl suicide unable to bear the humiliation meted to her family during the drive.

Imphal Times had published 2 stories on how the head of the department had cheated the general public. The first story published was about how the than Chief Engineer, had manipulated the ACRs of the Section Officers for selecting his choice to promote to the post of Assistant Engineer. Every concern authorities of the state electricity department including the minister in charge knows about the news story and there was no clarification made which perhaps can declare that the then Ehief Engineer had manipulated the ACRs of some of the Section officers. However, no visible action was seen taken up.

In yet another misdeed, some vested interested persons serving for the department had cheated the government by not implementing a work of the department to meet its quality. This is also about the news story published in Imphal Times on its June 26th, 2014 Issue under the heading “Conductors meant for 11 KV found used in renovation work of 33KV Transmission Line”. Imphal Times had categorically stated that the transmission conductor of the 33 KV line from Leimakhong to Nilkuthi has been fitted by 11 KV conductor. The matter is well informed to the Commissioner of the power department, but what is surprising is his inaction to the matter. There is no reason on why the Imphal Times should not suspects hand of the commissioner while committing such crime. But still then we believe that the feeling of guilt will linger to their mind forever.

The finishing touch

The Strife torn State of Manipur, inspite of the unenviable tag of a disturbed area, has much more potential and unexplored potential than that of being one with the most prolific and industrious system for churning out militant groups, thought the tag is unlikely to come off anytime soon in the foreseeable future. On a brighter note, we have some of the most diverse and varied vegetables, fruits, pulses, cereals and grains. Condiments that has not yet been regular ingredients in Mainland India has been in use in the North East for centuries. The introduction of Korean channel “Arirang” revealed an astonishing similarity, both in the ingredients as well as in the methods of preparations, in the diets of the two regions. Our elders, much to our chagrin and resentment, used to refer to the imported hybrid vegetables and fruits as those from the “Block”, and preferred the local varieties of everything. That preference has now started to make sense, more than ever, with the perceptible difference in the aroma and taste between the imported hybrids and the local varieties. Anyone who had a friend or near one from outside as a guest in Manipur will surely have received compliments on the distinct aroma and taste of the dishes of the state. All these has been a clear indication of the unique qualities of the plants and vegetables grown on the soil of the State whose more than 70% of it’s population is still engaged in agriculture and other allied activities. So what does all these discussions point to? And how do we utilize these to the fullest? There is no doubt that the distinct aroma, varieties and extent of availability of these plants, herbs and vegetables has been confined to the local market. While the reasons are many and varied, yet it is pretty clear that there is an apparent lack of enthusiasm and earnestness on the part of the Government to explore and exploit markets outside the State and beyond. The latest confirmation of the interest shown by people outside the State for products grown in the State is the report about a certain person from the United States inquiring about the possibility of exporting the black rice (Chak Hao) through a processing factory in India, and this is just one instance. This positive development should be an eye opener of the potential the State holds for earning through exporting of it’s varied and unique agricultural products after due finishing processes. It would be a blunder and a shame for everyone if the State is reduced to a supplier of raw products only. The need of the hour is for developing a tertiary sector that provides value addition to the products and thus provides double benefit to those involved. The products are there. The steps to mass produce them, to process them and to market them needs a systematic approach that coordinates and complements each of the components in the chain of process. It is time to make a radical change in the approach towards agriculture from that of a subsistence one to that of a highly rewarding, financially lucrative and emotionally fulfilling occupation. That change needs to be initiated by those who are assigned just to do that, else our people will just be the farmers who produce the things others outside the State will buy who will then convert these raw materials into finished products who will then sell it to the State at an exorbitant price.
