Even as the District Administration, Hospital and District health Society of Thoubal are taking urgent and strict precautions to combat the spread of COVID-19, guardians of person lodged at quarantined center fear of getting more infection due to the unhygienic maintenance of the center.
As part of the precaution programmes, a quarantine centre has been set up at the District Hospital Complex. Till today 12 people have been kept at the centre, returning from outside India and other parts of the country to Manipur.
Of this 2 suspected persons are being tested for Covid-19. With the present conditions at the quarantine facility, people staying in the centre and their guardians are expressing concerns of infection from other diseases and fear of cross-contamination.
“l understand the importance of quarantining and came voluntarily here with good faith in the actions of the government, not because i was unwell. But the centre is not meeting the set conditions of quarantining. There is no good drinking water. The meals given at breakfast, lunch and dinner aren’t proper. The room windows are broken, no options for putting mosquito nets. The toilets aren’t clean.
There are no doctors or nurses to check up on us”, said person in quarantine at the facility.
A guardian said,”We thought quarantining our offspring here, would be more secure and safe. There are no doctors or nurses to do a timely check-up on them. The foods are kept on the ground, in front of their room, not separately and proportionately given to them. Rather than safeguarding them, we are scared that this precautionary step might infect them. It is quite depressing with the present treatment of them at this facility. We want the authorities to immediately look into and take urgent actions”.

MLA Th. Shyamkumar who has been facing disqualification case at the Speaker’s Tribunal of the Manipur Legislative Assembly today submitted resignation letter to the Speaker of the Manipur Legislative Assembly, a source said.
Whether the Speaker of the Manipur Legislative Assembly had accepted the resignation letter or not is yet to be confirmed. Mention may be made that Supreme Court in a ruling had barred MLA Shyamkumar from entering the State Assembly premises and cease the Ministerial portfolio. Government of Manipur had so far did not issue any notification whether the Ministerial berth has been withdrawn from him or not.
The Verdict of the Supreme Court also directed the Speaker’s Tribunal to complete the proceeding within a stipulated time. Following the directives the Speaker of the Manipur Legislative Assembly had reserved the hearing on scheduled on March 28.

Police officer suspended

A Police officer (Asst. Sub –Inspector) of Thoubal Police Station, identified as W. Suresh Singh has been suspended for committing gross misconduct to the pubic who were reportedly on their way on essential service at Yairipok Lamkhai today.
The police officer allegedly assaulted the public without asking where the person was going to.

The number of coronavirus cases climbed to 649 in India and the death toll due to COVID-19 rose to 13, with one death reported each from Gujarat, Tamil Nadu and Madhya Pradesh, according to the Health Ministry, on Thursday.
A 65-year-old Ujjain-based woman died of coronavirus at a hospital in Indore, becoming the first Covid-19 fatality in Madhya Pradesh thus taking death toll to 13.
In its updated figures at 10.15 am, the Union Health ministry stated that 13 “COVID-19” deaths were reported so far in the country. Maharashtra reported three deaths, Gujarat two, while Madhya Pradesh, Tamil Nadu, Bihar, Karnataka, Punjab, Delhi, West Bengal and Himachal Pradesh reported one death each. 
Of the active cases, 569 are Indians while 43 are foreign nationals. 43 patients have also been cured or migrated. This means the total tally of coronavirus cases in India till now is 667. 
The tally of positive cases:  Maharashtra (124),  Kerala  (109), Karnataka (41), Rajasthan (38), Uttar Pradesh(37), Telangana (37),Gujarat(37), Delhi (31), Punjab (29), Haryana (28), Tamil Nadu (18), Ladakh (13),Madhya Pradesh (13), West Bengal (9), Andhra Pradesh (9), Chandigarh(7), Jammu and Kashmir(7), Bihar (6), Uttarakhand (4), Goa (3),  Manipur (1), Mizoram (1), Puducherry(1) 
In the meanwhile a 65 year old woman died at Vashi in Navi Mumbai on Thursday. However health department was yet to confirm whether she died due to Covid 19 or any other ailment. 
Meanwhile, a surge in number of new patients continues in Maharashtra and the number of positive cases reached 124. They included: Mumbai city and suburbs: 52, Pimpri Chinchwad MCm 12, Pune MC 19, Navi Mumbai 5, Kalyan 5, Nagpur 4, Yavatmal 4, Sangli 9, Ahmednagar 3, Thane 4, Satara 2, Panvel, Ulhasnagar, Aurangabad, Ratnagiri, Vasai-Virar- one each.

The Manipur Human Rights Commission (MHRC) today directed the Director-General of Police to instruct all concern Superintendents of Police to immediately clear the blockages at approach roads by some local club members to give free passage to the transportation of essential items and ambulance acting on a petition filed by Rights activist Basantakumar Wareppa.

In his petition, the activist stated that the government of Manipur imposed curfew after a 23 years old girl tested positive for COVID -19 . Drawing the attention of the Commission, the activist said that the curfew was imposed to further check the movement of the people which will remain in force until further order by the government of Manipur. However, in this curfew certain essential services including the movement of ambulance, transportation of water, opening of Pharmacies and grocery shops have been exempted from the purview of the curfew.

In the name of supporting curfew, some local clubs in the state have blocked approach roads by fencing, dumping trees and logs to prevent the entry of outsiders to their localities. Such illegal acts have unnecessarily added further burden to the general public by severely affecting the transportation of water and movement of ambulance which measures to violation of right to health and right to self drinking water, the petitioner drew the attention of the Commission and urged to direct the Director-General of Police to immediately clear the illegal blockages from the approach roads and also urged to book those persons who are responsible for imposing such illegal acts.

The MHRC further asked the DGP to submit action taken report within three days from today.

National Secretary of the Construction Workers' Federation of India, Kshetrimayum Santa has urged the Chief Minister of Manipur to order the state Labour Department and the concerned authority to immediately transfer Rs.2000/- each to the account of the registered unorganised construction workers through the DBT mode from the Cess Fund collected by the Manipur Building and Other Construction Workers' Welfare Board under the BOCW Cess Act, 1996.

In a letter submitted to the Chief Minister, Kshetrimayum Santa said that the Labour Ministry, Government of India has issued an ADVISORY on  March 24 afternoon to all the states and Union Territories to use the Cess Fund collected by the respective welfare boards (a copy is enclosed for your reference) in the backdrop of the outbreak of pandemic Covid-19 in the country.

In a public notification by the Managing Director of the MSPDCL , consumer are requested to place their voucher code generation request for prepaid meters throught MSPDCL website http://www.mspdcl.com or PaytM App or http://paytm.com (for secure meter only), or through http://billing .mspdcl.info (prepaid recharge facilities will be vavailable from 1700 hours of March 26) or through the MSPDCL newly developed Mobile App. MSPDCL ePay available on Google Playstore/Apple App Store (for this Prepaid recharge facilities will be available from 1200 hours of March 31.

The notification further said that the voucher code generation may take few minutes or upto 6 hours in case of  http://billing .mspdcl.info and Mobile App. MSPDCL ePay depending upon the number of pending request coming in.

Any issues or delay in voucher generation beyond 6 hours may be reported to Mobile No. 7640081232  and 7640081238 over whatsapp/call for quick resolution.
