This newspaper stands with what it has reported on March 15 issue, regarding the close nexus between some contractors and Y. Rajendra, Deputy Director of Regional Institute of Medical Sciences. As according to our reliable source, it is also true that Prime Minister Narendra Modi, who is seriously working to wipe out all form of corruption from the face of the country, is serious about the development at the Regional Institute of Medical Science, Imphal. He had never expected that top administrators of a prestigious Institution will personally engage themselves to contract works rather than improving the system by monitoring the development. RIMS , as everyone knows is a prestigious Regional College of the country which has produced so many talented doctors. The Institution has also a hospital at which people of the state were treated at nominal charges. It is perhaps a boon for people to have this Institution.
It was beyond everybody’s expectation that someone who is holding the top post at this institution will try to cover up his wrongs by simply misleading the general public by advertising it through a selected newspaper. But one thing need to be reminded here is that not everybody is a fool. When we at the Imphal Times have the documents which can prove that Y. Rajendra, The Deputy Director of (Administration) personally sought contract works to a professor of the Institution, and that too written by himself using the letter head of a special contractor, how can he clarified that the matter published in Imphal Times is malicious and misleading. Surprising thing is that the Deputy Director did not even have the gut to make the clarification through this newspaper which has highlighted the issue, but it sought the help of some individuals and made the clarification to a newspaper, perhaps with a motive to create enmity among the media houses.
It is reminded once more that, Imphal Times will let no stone unturn, unless the deputy director himself apology to the public on what he had done. As an administrator, it is also the responsibility of him to look into the smooth functioning of the Institution. When the Deputy Director, Y. Rajendra is looking for procuring of contract works of the Institution and also trying to field the vacant post with his near and dear ones, he seems to have completely forgotten about deteriorating situation of the various departments in this Institution. The administrators seems to have no feeling for improvement of the hospital, as he is not aware of the guidelines provided by the Medical Council of India which said that Dean/Principal/Director of Medical college/institution, who is head of the institute and the Medical Superintendent who is head of the affiliated teaching hospital can be in-charge of a Unit but cannot be Head of Department in the medical college/institution (Schedule 1, Clause (3). The clear example is Professor M. Amuba Singh, who is the Medical Superintendent of RIMS. He is still the head of department of Biochemistry department, RIMS. Which means that the Medical Superintendent is also the Head of Department of Biochemistry Department, that is the complete violation of the guidelines provided by the Medical Council of India.
