The issue of ADC election should not be undermined

From day 1 of the creation of 7 new district in Dec. 2016, the then state government has been in trouble water due to protest from section of CSOs based in Hill districts, however, the issue was somehow subdued with the coming of the present government headed by BJP’s N. Biren Singh.
The N. Biren Singh government managed to put under controlled all short of agitations and bandh or blockade and even ended prolonged agitations at Churachandpur in the wake of the demand for implementation of ILP in the state. The seriousness of the chief minister managed to restore peace somehow in the state and today the state government is celebrating its 4th years of government terming it as ‘Peoples’ Centric Government’.
There are some minor issues which people are not satisfied with the style of running the government by N. Biren Singh. But over all he had successfully bridged the gap between common people and the government by introducing various schemes and project. The Chief Minister remain active even at late hours to response to anybody who had compliant against injustice beside his hectic scheduled.
Now, it is just one year that his government will compete 5 years and at a time when it is just 1 year left and when aspirant candidates for the next assembly election had started preparing, an issue which perhaps is genuine but a complex one for the government to act come up. For the first time this issue is maligning the image of the government who had whole heartedly work to make Manipur – Bandh free state. Yes, the issue of ADC election , perhaps had not been handled with care. Had it been well taken care it would not have been difficult for the state government to act.
After coming to power, the government should have think of establishing separate ADC for each required district. Taking up the issue only when someone points finger is an indication that showed that there is certainly a loophole in the functioning of the government.
Because the demand for conduct of the ADC election by the Hill based students’ body is legitimate demand. For it would not be proper for the State Govt. to postpone the ADC election unless there are compelling and substantial reasons for postponement the election in question. There is no compulsion by administrative difficulties and thus the proviso to Section 13(1) cannot be invoked by the Administrator or State Government. The action and inaction of the State Government violate the mandatory provisions of Section 13(1) of the Act, 1971.
Though the government had not established separate ADC for the segregated district.
