Govt. should imply zero error policy while implementing policy

Somebody just said, a leader should have the courage to say ‘sorry’ if his action proves wrong. But to me whether a leader or any individual who have committed wrong knowing that his actions are never correct, a mere “Sorry” is not enough. He or she needs to repay every damage cause to the human society.
In today’s society, person with the best oratory skill are accepted as leader. Nobody questioned authenticity or factual account of what the person said, if he or she expressed in shrewd manner.
Leaving aside the kind of politicking phenomenon , that the people have been witnessing , Imphal Times is bringing an issue which the Director of state Health department clarified in connection with two news report appeared in this newspaper under the heading “ Robbed in Broad Daylight! Big Scam on COVID testing Center” and “No SOP enforced, no complaint listened; CMO I/W is converting Changangei Testing Center as COVID hot spot”. Both the news items were reported on October 9, 2020 issue of this newspaper.
Imphal Times had highlighted on how the common people have been charged huge amount of money on testing, travelling among others after they landed at Imphal Airport. The other report also highlighted on how those returnees from outside the state by flight were put in jam packed risking each and every one of them in getting infected by the deadly virus.
The report appeared in this paper was simply to draw the attention of the government authority particularly the state Health department on how people felt that they have been cheated by charging money for mandatory testing. To be précised there had never been a mass announcement which stated that people of certain sections should be charged a sum of rupees 750 for RAT test. But the Director said that an SOP dated 22 August, 2020 had asked the Bishnupur district authority to charge for testing. This was again instructed not to charge the returnee while testing by the CMO Bishnupur. The person whom this newspaper reported to have charged of Rs. 750/ by the Bishnupur district hospital was due to communication gap, as per the statement of the Health Director Dr. Rajo why, haven’t the health authority imposed any form of punishment or penalty to those irresponsible officials who use to cut off communication with the health authority.
Again, in the matter of the overcrowding of returnees at Changangei testing center , the Director Health Dr. Rajo indirectly blamed the landing of three flights within few hours.
How can a person heading the Health department , that too at the time of COVID-19 pandemic be so irresponsible while delivering this service and how could it be just the end of the story as he had stated that those are either communication gap or mistake after the damage could have been already done.
A responsible director, who gives no room for criticism in handling situation like the COVID-19 pandemic is the need of the hour. A “sorry” and fabricated story to mislead the government and the public instead of taking up some stringent action to ensure that there should be ‘zero’ error while rendering service to the people as government employee, is not what has been expected by the people.
BE SERIOUS THIS IS ‘HARD TIMES’, and any persons paid by the government should be awarded befitting punishment to make sure that this government has no room for any error while rendering service for the people.
