MHA “notification”; thanks for keeping it in abeyance

A word in the floor of the state legislative Assembly, and that too from the leader of the house can and should never be an appeasement or a lei to the people.
The notification of the Union Home Affairs Ministry that empower the Assam Riffle –a similar power to that of the state police in some specific states of North Eastern States, almost triggered a massive agitation. Chief Minister N. Biren Singh having aware of the kind of potential uprising yesterday said that the he has been informed by the Union Home Ministry that the so call order has been kept in abeyance.
Chief Minister can never lei in the floor of the assembly, but what is being apprehending the mind of the people is that has the Union home Minister playing game with our chief minister.
The kind of notification that permit the AR to act more effectively than the state police allowing them to arrest or search at the North Eastern States is something like treating the region as colony.
As per report appeared in various media the notification by the Ministry of Home Affairs says, “Assam Rifles personnel will exercise these powers and discharge their duties “under sub-section(1) of section 41, sections 47, 48, 49, 51, 53, 54, 149, 150, 151 and 152 of the CrPC within the local limits of the area comprised within the border districts of Assam, Arunachal Pradesh, Manipur, Nagaland and Mizoram”.
Section 41 of the CrPC states that a police officer without a warrant may arrest a person.
Section 47 gives powers for search of place entered by person sought to be arrested.
Section 48 gives the police officer the power to pursue an offender into other jurisdictions.
Section 49 states that the person arrested shall not be subjected to more restraint than is necessary to prevent his escape.
These powers to paramilitary force are no different from that of the draconian act AFSPA which the people of the region have been protesting for repeal. Which mean such a decision would spark another serious uprising in the region as the dust in the wind over the issue of CAB still is not settled.
N. Biren Singh the Chief Minister of Manipur knew and he himself in the floor of the house yesterday said that the so call notification that empowered the AR to act like more than the police has not been consulted with him and latter assured to him that the provision that empowered the AR has been kept in abeyance.
Chief Minister’s concern to the developing issues is appreciating. But the way things that are going on is killing the reputation of the chief minister of Manipur.
N. Biren Singh love for the Manipuri is being mock time and again by his mother party.
If Chief Minister N. Biren is so much in love with the place call Manipur, its time that whether the kind of development like CAB or AFSPA like act suggested that it’s not political party that you were chosen as the chief minister but it is your good service that chose you as our leader.
