VC AP Pandey de-recognition to leave granted to him and the enquiry committee before courts’ verdict likely to create serious misunderstanding in Manipu University

“Outcome may ruin  peaceful atmosphere of the state

It is unlikely that the demand by tribal student’s body for restoration of academic activities in Manipur University be fulfilled as more confusion is coming up in the public sphere with VC AP Pandey running a parallel office from outside the Manipur University Complex since he claimed to have assumed office on September 1.
As per an agreement with the Ministry of Human resource and Development (MHRD) and the Manipur Government in the presence of the Chief Minister on August 16, the Manipur University community had restored the academic activities of the Manipur University and almost all pending examination has been declared by working even on Sunday after Prof. W. Vishwanath Singh has been appointed as the in Charge Vice Chancellor of the Manipur University during AP Pandeys leave granted by the registrar in charge of the University in consultation with the Chancellor of the Manipur University.
The 2 member enquiry committee constituted by the MHRD had already started its investigation but AP Pandey’s refusal to accept the leave is creating an obstacle to the investigation which could have finished at the earliest possible time.
Concern government authority’s inaction over the opening of the transit office by the VC AP Pandey outside the Manipur University premises is being questioned as the act itself is synonymous with giving full support to the VC AP Pandey who is reported to have strong BJP support.

On the other hand AP Pandey’s petition filed against the Memorandum of Understanding and the enquiry committee is still yet to be heard as the division bench of the Manipur High Court has differed the hearing on September 17. May be AP Pandey may have valid point in the petition as anything that has to be taken up should be with prior permission from the appointing authority who is the President of India. Either it was ignorant or with an intention almost all understandings or orders from the MHRD regarding the constitution of the enquiry committee had not taken permission from the Visitor – The President of India.
However, the coming of the Chancellor of Manipur University Prof Nachane Dilip Madhukar had given his assent to the granting of the leave by the in-charge registrar of the Manipur University.
Before court verdicts the VP AP Pandey is using all power to remain in the office and only those in the government knows over their silence.
On the other hand VP AP Pandey still keep all asset issued to him by the university which was supposed to return it the time he has been put on leave on the advice of the Chancellor .
The two member enquiry committee constituted by the MHRD had begun its investigation since August 23. Prof. AP Pandey derecognized the enquiry committee and instead appointed a Pro. VC of the Manipur University by issuing an order .
Meanwhile Vice Cahncellor in charge of the Manipur University Prof. Viswanath Singh today sent a letter to the Prof. AP Pandey had cautioned the opening of a transit office as he has been put on leave and an enquiry is being on against him. The VC in Charge also ordered AP Pandey to returnvehicles, Computer sets and office files. Pandey was also asked to hand over the pass word of the Email  of the VC office . All staffs including cooks, gardener, peons, posted at the VC’s quarters has also been asked to return to the Manipur University Campus.

DESAM threatens agitation over the revocation of suspension order of CH Gojendro

Democratic Students’ Alliance of Manipur (DESAM ) today warn the government of serious agitation if the revocation order for suspension of the Chief Engineer of Education Engineering wing Ch. Gojendro Singh has not been withdrawn .

In a press conference held today DESAM spokesperson said that CH. Gojendro has been transferred on deputation to the Education Engineering Wing on January 17 2014 on deputation  and that he has been put under suspension in 2016 Dec and also in 2018 March for irregularities.
The DESAM spokesperson said that in December 16, 2016 he was put under suspension by the then commissioner Laksmikumar for financial irregularities and for reason best known to the department his suspension was revoked. Later again in March 12, 2018 CH Gojendr Singh was against put under suspension to initiate disciplinary action against him. The case against him has been converted into regular FIR case and  investigation has been carrying out by the Vigilance department. However as no charge sheet has been framed against him the Manipur government revoked his suspension order under Central Civil Service (Clasified Control and Appeal) Rules 1965.
DESAM said that when immediate action should be taken up against him either by terminating him from his service or by taking up legal action he has been revoke and allowed to continue his service to the state education department. DESAM said if the revocation order for suspension of CH Gojendro has not been withdrawn the DESAM will launch serious form of agitation.

Media can play an important role in successful implementation of developmental schemes: Y. Joykumar singh

Deputy Chief Minister Yumnam Joykumar Singh has reiterated that media can play an important role in successful implementation of various developmental schemes in the state. He was speaking at the inaugural session of “VARTALAP”- One day Media Workshop at Regional Outreach Bureau (ROB), Ministry of Information & Broadcasting, Government of India at WangkheiYonglanLeirak in Imphal East today.
Speaking at the session, Deputy Chief Minister said, most of the developmental schemes including flagship schemes have not been able to implement successfully because of the fact that there has been a gap of information to the people. He said, information about the schemes have to be disbursed through various media so that people can understand it. Without knowing it, people cannot avail the benefit of the schemes. Stating that information in today’s world is power, Shri Joykumar Singh said, information which are helpful to the people can only be disseminated by the media outlets rather than sharing or disseminating provocations or maligning image of individuals or public leaders. This will lead to disturb social tranquillity and peace. On social media, Deputy Chief Minister said, with the development of internet and advent of social media, information world has been transformed and a paradigm shift in terms of information flow and dissemination has been observed. He said, it has many useful obligations if we use it cautiously. But, there has been a trend of disseminating fake news or wrong information which gone viral through social media leading to disturbance in normalcy. It is a matter of serious consequences and therefore one has to be very careful while using social media. No one can wrongfully enjoy freedom of speech and expression at any media, at any time. Government is serious on the matter and keeping a close vigil on it and if required timely intervention has to be done to check it, he added.
Joykumar Singh also exuded confidence that such workshop will be helpful in sensitizing newsmen about their roles in disseminating information to the people and overall in nation building.  Additional DG, PIB, Imphal, Shri S.K. Malviya also spoke on the session. He said, media can play a role of catalyst in sharing information about the various initiatives taken up by the Government for the welfare of people. It is in this direction that such workshop will work and it will be helpful in sensitizing media in the state.
Representatives from various print and electronic media organisations participated in the workshop which mainly focussed on Digital India, Doubling of farmers’ income by 2020 and Health for all/Ayushman Bharat. The workshop was organised by Press Information Bureau (PIB), Imphal.

Central Solung Festival begins at Pasighat amid fanfare

The four-day long 52nd Central Solung Festival celebration began at Gidii-Notko in Pasighat of Arunachal Pradesh on Monday evening amid much fanfare.
Manipur Chief Minister N Biren Singh graced the inaugural function as chief guest while Arunachal Pradesh Chief Minister Pema Khandu was present as guest of honour.
In his official Twitter handle Arunachal Chief Minister Pema Khandu wrote:
“Happy to have Chief Minister of Manipur @NBirenSingh Ji in Arunachal who is here tonight at Pasighat with us to attend Solung festival of the Adi community.” Inclement weather had delayed the scheduled start of the festival as the dignitaries could not reach on time.
The Manipur Chief Minister was accompanied by Deputy Speaker Robindra Singh and three legislators of the state.
Arunachal Pradesh Deputy Chief Minister Chowna Mein, State BJP president Tapir Gao, Ministers Tamiyo Taga and Alo Libang, Advisor to Chief Minister Lombo Tayeng, Lok Sabha MP Ninong Ering, MLAs Tatung Jamoh, Olom Panyang and Kento Rina were also present, among others in the inaugural programme.
Former ministers Bosiram Siram and Dr Tangor Tapak, ex-MLA Ralom Borang, East Siang Deputy Commissioner Tamiyo Tatak and Superintendent of Police Prashant Gautam, among others, also attended the inaugural programme.
One of the popular agriculture festivals, Solung is celebrated by the Adi Tribes. The festival is celebrated in the first week of September, after the sowing of seeds, to seek prosperity and a good harvest.
The main celebration of the festivals are in three main parts – Sopi -Yekpi (the first part and the sacrificial day), Binnayat (the second part, the ritual offering to goddess of crops, Kine Nane) and Ekop (also called Taktor; the ritual made for protection against harms by evil spirits).

September – The month which reinstated our courage

September is important for the people of this region. This is the month when the then King of Manipur was forced to sign the merger agreement under duress at Shillong in 1949. This is also the month where our great leader Hijam Irabot was born (Sept 30, 1896) and he left for the heavenly abode on September 26, 1951).

The month we are suppose to remember in culture the sense of patriotism to the people is not left undisturbed with people engaging in game played by self proclaimed leaders. It is indeed a shame for the people of the state how we are putting ourselves on this month at which we are suppose to pay our highest regard.

A classless society with the proletariat on the forefront was the dreamt of our great Leader Hijam Irabot. For the cause the leader had waged a political war against the British colonial rule and then later against feudalistic nature of the Majarajah and the ruling capitalist class of Manipur. What makes different from this pioneer leader and the so call leaders of our days is that he was not lured by the prospect of the royal prerogatives and official facilities including the prestigious post of membership to the Sardar Panchayat Court that was being offered to him for having married princess Khomdonsana.

To Hijam Irabot, the war was not only against the external force which had colonized the nation state but it was rather against all forms of oppression and suppression committed under the feudalistic character of the system. He dreamt of a nation where every citizen has the right to live with dignity. His work for promotion of the culture, sports, literature and journalism is a reflection of his love towards this erstwhile nation state.

All his life the great leader had work for the cause of the people sacrificing every comfort of live. To convert his dreamt into reality he spearheaded various political movement starting from the grass hood level. He was the man behind the formation of students’ federation, peasant union, women’s organization and progressive party.

For his active role to bring about a reformed state, he was sent to prison many a times during the British colonial era. Later after the British left the nation state, Hijam Irabot was once again declared as a terrorist as his activities continued to be a threat to the Maharajah himself as well as the ruling capitalist.

In recognition to the activities of this all time leader, the state is celebrating his Birth Anniversary across the state. A political Party – Communist Party of India (CPI) is taking the main initiative in organizing the day to commemorate the leader’s birthday.

But one think we in the Imphal Times would like to remind is that, would the person who had sacrifices every comfort of life would be happy to see us celebrating the day without fulfilling any of his dream. Will our leader be happy if he sees the conditions of the peasant community or the working class people of this state?  It is an open secret for each and one of us that a government posts are being bought with money, Fertilizers which are meant to be distributed to the farmers are being traded by some pseudo social workers for their own benefit; many people are driven out from their home stead in the name of development.

This is the state of our state. There is no doubt that our great leader Hijam Irabot would certainly shed tears in heaven seeing the reality.
