State Cabinet today approved the establishment of a State Climate Centre under the City Investments to Innovate, Integrate and Sustain (CITIIS 2.0) programme, a move aimed at strengthening the State’s climate resilience, promoting sustainable urban development and enhancing scientific planning to address the impacts of climate change.
The decision was taken at a Cabinet meeting chaired by Chief Minister Yumnam Khemchand Singh at the Cabinet Hall of the Chief Minister’s Secretariat, Babupara.
According to an official source, the proposed State Climate Centre will serve as a dedicated institutional mechanism to support climate-related planning, promote sustainable development initiatives and improve the State’s capacity to respond to climate challenges. The centre is also expected to strengthen urban planning by integrating climate-resilient strategies into infrastructure development and governance under the CITIIS 2.0 programme.
Besides approving the Climate Centre, the Cabinet also gave its nod to the Manipur Fire and Emergency Service Ordinance, 2026, which seeks to replace the existing fire safety legislation with a modern legal framework. The ordinance aims to strengthen fire prevention and emergency response systems while simplifying procedures for citizens seeking fire and emergency services.
The Cabinet further approved amendments to the Unified Zoning/Land Use Regulation Bye-Laws for the Master Plan Areas of Manipur, 2026, with the objective of promoting the ease of doing business. The amendments are expected to streamline regulatory procedures, facilitate planned urban growth and improve the efficiency of development-related approvals.
The decisions were taken as part of the government’s broader efforts to strengthen governance, accelerate infrastructure and institutional development, and improve public service delivery across the State.
