Ningthoukhongjam Thanil of Uripok Ningthoukhongjam Leikai has submitted an open letter to the President of India, Droupadi Murmu, urging immediate implementation of the 1994 Memorandum of Agreement signed between the All Manipur Students’ Union (AMSU) and the Government of Manipur.
In the letter, Thanil stated that the agreement, signed on November 9, 1994 under then Governor V. K. Nayar, provided for identification and detection of illegal immigrants, deletion of their names from electoral rolls, and deportation in accordance with law, using January 26, 1950 as the cut-off date.
He expressed concern that the agreement remains unimplemented even after more than three decades, leading to demographic changes and concerns over electoral integrity in the state.
The letter urged the Government of India to initiate a time-bound mechanism for detection of illegal immigrants, ensure removal of such individuals from electoral rolls and Aadhaar records, and carry out deportation as per legal provisions. It also called for the setting up of a high-level committee to monitor the process.
Thanil further proposed that a fresh Census be conducted in Manipur after completion of the detection and deportation exercise to ensure accurate demographic data and strengthen public confidence in governance.
