The North East Students’ Organisation has submitted a memorandum to the Chief Minister of Uttarakhand, Pushkar Singh Dhami, seeking urgent intervention in connection with the killing of Angel Chakma, a student from Tripura, in Dehradun.
In the memorandum, the organisation stated that the incident occurred on December 9, 2025, when Angel Chakma, aged 24, was brutally beaten and stabbed in Dehradun. He remained under medical treatment for more than two weeks before succumbing to his injuries on December 26, 2025. The memorandum also stated that Angel Chakma’s brother, Micheal Chakma, was assaulted in the same incident.
The North East Students’ Organisation said the attack was allegedly accompanied by racial abuse and that the victims were targeted because of their physical appearance and ethnic identity. Terming the incident deeply disturbing, the organisation said such racial harassment and violence against people from the North East had been reported from different parts of the country and, in several cases, had resulted in loss of life.
The memorandum was submitted on behalf of eight major students’ organisations from the seven states of the North East region, namely the Khasi Students’ Union, All Assam Students’ Union, Naga Students’ Federation, Mizo Zirlai Pawl, Twipra Students’ Federation, All Manipur Students’ Union, Garo Students’ Union, and All Arunachal Pradesh Students’ Union. The organisation stated that these bodies collectively represented the concerns of students and youths from the region studying and residing outside the North East.
Expressing strong condemnation of the killing, the North East Students’ Organisation said the incident reflected a serious failure to ensure the safety and dignity of students from the region.
It urged the Uttarakhand government to take immediate and effective measures to provide mental, social, and physical security to students and residents from the North East living in Dehradun and other parts of the state.
The organisation appealed to the Chief Minister for urgent intervention to ensure that appropriate authorities acted decisively in the case and that justice was delivered without delay. It also stressed the need for institutional mechanisms to prevent racial discrimination and violence against people from the North East.
In the memorandum, the North East Students’ Organisation placed three specific demands before the Uttarakhand government. These included awarding the highest punishment to those responsible for the crime at the earliest, the establishment of at least one special police station to exclusively deal with cases of racial discrimination and atrocities against people from the North East, and the enactment of a stringent law to address racial discrimination in the form of an Anti-Racism Act.
The memorandum was signed by Chairman of the North East Students’ Organisation Samuel B. Jyrwa and Secretary General Mutsikhoyo Yhobu, who expressed hope that the state government would take urgent and necessary action in response to the demands raised.
The organisation stated that timely and firm action in the case was essential to restore confidence among students and communities from the North East and to ensure that such incidents of racial violence were not repeated.
