‘No proposal without proper documents’: Ukhrul DC issues strict directive to streamline development works

Ukhrul, July 12:

In a decisive move aimed at bringing transparency and accountability in the planning and execution of development works, the Deputy Commissioner of Ukhrul District, Asish Das, IAS, has issued a strict notification mandating the submission of all work proposals along with proper documentation for consideration and recommendation to respective departments of the Government of Manipur.
As per the notice, effective from July 14, 2025, no work proposals will be entertained or processed unless accompanied by a recommendation letter from the concerned Sub-Divisional Officer (SDO) or Block Development Officer (BDO), and all relevant supporting documents.
These include a Land Donation Certificate and a No-Objection Certificate (NOC) from the respective village Headman, without which proposals shall be outright rejected. The directive is applicable to all individuals, institutions, and village authorities submitting proposals for developmental initiatives within Ukhrul District.
Deputy Commissioner Asish Das emphasized that the move is essential to curb unverified proposals, prevent land-related disputes, and ensure proper vetting of projects before they reach the administrative heads of departments.
Sources in the district administration informed that this regulation will also help expedite genuine proposals by filtering out incomplete or improperly documented submissions. It is expected to bring better coordination among district offices, village authorities, and the public.
The administration has appealed to all stakeholders to strictly comply with the new guidelines to avoid any delay or rejection of their proposals. The notification serves as a timely reminder of the need for discipline and procedural clarity in public administration.
